Discover and make friends with CEUTP

Since 2007, as a state budget unit, the Center for EU Transport Projects (or CEUTP) has comprehensively supported beneficiaries in the process of preparing and implementing investments:

  • road,
  • railroad,
  • aviation,
  • marine,
  • inland waterways,
  • intermodal
  • from the security field,
  • public transport or
  • sustainable mobility.

All the ongoing projects contribute to the development of a modern transportation system in Poland.

We were and are involved as an institution:

  • intermediating in the preparation and implementation of transport investments financed by European Funds in the 2014-2020 and 2021-2027 perspectives;
  • Implementing the Operational Program Infrastructure and Environment 2007-2013;
  • implementing the European Union’s Connecting Europe Facility (CEF) for 2014-2020 and the so-called CEF2 for 2021-2027;
  • supporting the National Reconstruction and Resilience Plan (NRP) on behalf of the Ministry of Infrastructure in the 2021-2027 EU financial perspective;
  • carrying out tasks supporting the minister responsible for infrastructure in terms of content and operations in the planning, organization and management of public mass transport in inter-voivodship and international passenger rail transport.

The goal of the Center is to rationally and efficiently use all EU funds allocated for subsidizing transportation projects by 2029.

We report to the Minister of Infrastructure and the Minister of Funds and Regional Policy, and our work is headed by Director Joanna Lech.

Funding for the Center comes mainly from EU funds, and operations are governed by applicable laws of the Republic of Poland.

As a result, CEUTP plays a key role in supporting the development of transport infrastructure in Poland, contributes to improving the quality of life of citizens and stimulates the country’s economy.

The effects of transport investments fueled by EU funds can be seen and felt by everyone who uses more modern and comfortable roads, trains and stations, buses and streetcars. Thanks to them, Polish transportation has also become safer, greener and more accessible.

On September 16, 2025, an agreement was concluded for the funding of project No. FENX.08.01-IZ.00-0005/25-00 from the Cohesion Fund under the European Funds for Infrastructure, Climate, Environment 2021-2027 program, priority FENX.08 Technical Assistance for the Project titled “Technical Assistance of the European Funds for Infrastructure, Climate, Environment 2021-2027 Program for the Center for EU Transport Projects for 2025” with grant application number FENX.08.01-IZ.00-0005/25, between the Managing Authority – Ministry of Funds and Regional Policy and the Intermediate Body – Center for EU Transport Projects.

Total value

The total value of the aforementioned project is PLN 80,943,8672.90, including the maximum amount of eligible expenditure of PLN 80,943,8672.90. EU funding is 85% of the maximum amount of eligible expenditure. The amount of funding from the Cohesion Fund is PLN 68,802,121.97.

Recipients of the project

The recipients of the project are employees of the Center for EU Transport Projects.

Purpose of the project

The aim of the project for 2025 is to ensure adequate financial resources for the proper implementation of tasks related to the management and implementation of FEnIKS 2021-2027 in 2025 for CUPT, which acts as an Intermediate Body.

The purpose of the project will be achieved by financing staff salaries as part of direct eligible personnel costs and using a flat rate of 30% of the remaining eligible project costs.

Effects of the project

The effect of implementing the project will be:

  • Improving project management, monitoring and control processes;
  • Improving the quality of service to beneficiaries;
  • Better planning and coordination of the activities of institutions involved in the implementation of FEnIKS;
  • Improving information and promotion activities.

On May 21, 2025, an agreement No.: FEPW.06.01-IZ.00-0003/24 was concluded for the financing of the Project “Financing of CUPT costs related to the management and implementation of FEPW 2021-2027 in 2025” under the technical assistance of the Program European Funds for Eastern Poland 2021 – 2027, between the Managing Authority – the Ministry of Funds and Regional Policy, and the Intermediate Body – the Center for EU Transport Projects.

Purpose of the project

The objective of the project for 2025 is to ensure adequate financial resources for the proper implementation of tasks related to the management and implementation of the FEPW 2021-2027 in 2025 for CUPT, which acts as an Intermediate Body. The purpose of the project will be implemented, among others, through: financing expenditures on salaries, enhancement of staff qualifications, expert and legal support, support of the program implementation process, and organizational, technical and administrative expenses. In addition, information and promotional activities will be implemented.

As of January 1, 2025, CUPT finances indirect costs (understood as the remaining eligible costs of the operation counted against direct eligible personnel costs, and thus apply not only to indirect costs, but also to direct costs) based on the application of a flat rate.

CUPT’s experience gained in the course of previous perspectives and handling of several hundred projects provides a solid basis for the effective and efficient continuation of our mission, which was and is the effective disbursement of funds from the European Union budget for the implementation of transport projects.

In addition to activities for the implementation of programs and instruments for the implementation of transport projects in Poland, we carry out analytical and expert activities for the broader transport sector, based on our experience with implemented projects from the European Funds. Invariably, however, we remain close to the beneficiary, providing assistance and jointly solving problems that are an integral part of the implementation of any large project.
