The Connecting Europe Facility (CEF) for 2021-2027 is a continuation of the CEF from the 2014-2020 perspective and is therefore sometimes referred to as CEF 2.
CEF 2 aims to further support the modernization and construction of infrastructure located on the TEN-T trans-European transport network, i.e. of common interest to the European Union. The infrastructure on the network is to provide appropriate common standards of technical and functional performance. All this to support sustainable economic development and territorial cohesion of the EU.
CEUTP's role in the Facility
CEUTP is the CEF 2 implementing authority, i.e. the entity that performs tasks on projects eligible for EU financial support.
Beneficiaries of the Program
The beneficiaries of the Program will be:
- Transport infrastructure managers (e.g., GDDKiA, PKP PLK S.A., PKP S.A., PGW Wody Polskie, PAŻP, maritime authorities, local government units),
- entities responsible for managing airports and seaports,
- companies operating in the field of transportation and alternative fuels.
CEUTP's core competencies
- WoD (GoA) assessment in accordance with the scope indicated by the MFiPR (AKK and environment),
- monitoring of projects submitted in the call until the results are announced,
- access to CEUTP’s Funding&Tenders portal and ongoing monitoring of progress,
- ex-ante verification of procurement of contracts and annexes on a sample basis (ex-ante I) and verification of compliance of the procurement with the Grant Agreement by CUPT in accordance with the methodology to be agreed upon by the parties,
- ex-ante verification of procurement above sector thresholds but below the mandatory verifications of the President of the Public Procurement Office on a sample (ex-ante I) and verification of the procurement’s compliance with the GA by CUPT in accordance with the methodology to be agreed upon by the parties,
- verification of quarterly reports that are applications for payment/settlement of expenses – financial control,
- verification of semi-annual reports – progress from project implementation,
- ex-post CEUTP procurement audit (full audit on a sample defined according to audit requirements),
- conducting audits of financial statements/IFS,
- conducting mandatory and optional monitoring visits.

CEUTP at workshop on dual-use projects and rail resilience
On June 19, 2026, the Ministry of Funds and Regional Policy in Warsaw will host an expert workshop entitled. “Dual-use projects and building the resilience of the railroad system with the participation of European funds”. The event is organized also jointly with CEUPT and the ProKolej Foundation.

Poland receives further millions from CEF for alternative fuel infrastructure
The Ministry of Development Funds and Regional Policy announced the end of the CEF AFIF 2024 (Connecting Europe Facility – Alternative Fuel Infrastructure Facility 2024) call for proposals. The European Commission has awarded funding to four projects that will contribute to the expansion of alternative fuels infrastructure in Poland.
