The European Funds for Eastern Poland 2021-2027

The main objective of the Program is to consolidate the conditions for the competitiveness of the macroregion and a higher quality of life in Eastern Poland. The specific objectives of the Program are:

  • supporting the competitiveness and innovation of enterprises,
  • increasing the attractiveness of cities and raising the quality of life of residents in the era of climate change,
  • increasing transport accessibility of Eastern Poland,

socio-economic development through tourism.

CEUTP's role in the FEPW program

The Center for EU Transport Projects acts as an Intermediate Body (IP) for Measure IV.2 Supraregional Railway Infrastructure under Priority IV Cohesive Transport Network.

Beneficiaries of the Program

The beneficiaries of the Program, within the jurisdiction of CEUTP, will be PKP PLK S.A. (railroad lines) and PKP S.A. (railroad stations).

CEUTP's core competencies
  • management of the various priorities of the Program,
  • prepare on the basis of the guidelines of the Managing Authority detailed criteria for selection of projects under each priority,
  • prepare a description of its own management and control system,
  • selecting projects for funding in accordance with the criteria and signing agreements with beneficiaries,
  • ensure compliance of projects with Community and national rules,
  • verification that expenditures declared by beneficiaries were actually incurred and comply with all applicable rules,
  • ensure that beneficiaries and other entities involved in the implementation of activities maintain adequate and separate accounting for the projects covered by the grant,
  • provide a system for recording and storing in electronic form accounting data for each program activity, and ensure that this is adequate data for its control and evaluation,
  • conducting an electronic system for monitoring the implementation of individual priorities,
  • settlement of contracts with beneficiaries and preparation of declarations and certifications of expenditures under individual priorities, which are then submitted to the Managing Authority,
  • providing the Managing Authority and the Certifying Authority with all information necessary for certification,
  • approval of the procedures of the Managing Authorities,
  • monitoring the implementation of project funding agreements,
  • monitoring the implementation of indicators,
  • conducting inspections of implemented projects and system inspections in the Implementing Institutions and submitting the results of the inspections to the Managing Authority,
  • development and submission to the Managing Authority of expenditure forecasts under the various priorities of the program,
  • preparation of reports on the implementation of individual priorities, which are then submitted to the Managing Authority,
  • evaluation of individual priorities,
  • recovery of amounts improperly paid to beneficiaries,
  • conducting promotional and informational activities,
  • retention of documentation related to the implementation of the program for 3 years from the date of its closure.

On June 19, 2026, the Ministry of Funds and Regional Policy in Warsaw will host an expert workshop entitled. “Dual-use projects and building the resilience of the railroad system with the participation of European funds”. The event is organized also jointly with CEUPT and the ProKolej Foundation.

Zyrardow railway station will change its face – thanks to European Funds

The Center for EU Transport Projects and the Polish State Railways (PKP S.A.) have signed an agreement to subsidize the comprehensive modernization of the historic railroad station in Zyrardow. The total value of the subsidy for the investment is about PLN 24.6 million net, of which 85% will be EU funds and the remainder will be PKP S.A.’s own contribution.

The Center for EU Transport Projects has positively assessed the application of Polskie Koleje Państwowe S.A. for the reconstruction of the historic railroad station in Zyrardow. The investment will receive support from the European Funds for Eastern Poland (FEPW) 2021-2027 program.
