How can we prepare the rail passenger transport market for greater competition? What lessons can we learn from other European countries? And how can we ensure that the process of change is, above all, beneficial to passengers? These issues were discussed by participants at the 7th workshop of the Transport Research Observatory, titled “Liberalization on the Rails: What Works Abroad?”

CEUTP supports the development of modern urban transportation in Szczecin. Thanks to over 81.6 mln zł from the National Recovery Plan, Tramwaje Szczecińskie has purchased 8 bidirectional, fully low-floor trams that will improve the comfort, accessibility, and quality of residents’ daily commutes.

Two more projects by the General Directorate for National Roads and Motorways have received funding from the European Funds for Infrastructure, Climate, and Environment Program 2021–2027. These projects involve the construction of the Morawica and Wola Morawicka bypass along National Road DK73, as well as sections of the S19 expressway between Międzyrzec Podlaski and Lubartów Północ.

On June 16–17, 2026, CEUTP experts conducted a training session in Wrocław for employees of the Provincial Offices for the Protection of Historical Monuments, focusing on the principles for implementing a technical assistance project under the European Funds for Infrastructure, Climate, and Environment 2021–2027.

On June 19, 2026, an expert workshop titled “Dual-Use Projects and Building the Resilience of the Railway System with the Support of European Funds” was held in Warsaw. Among those participating in the event was Sylwia Cieślak-Wilk, deputy director of CEUTP, who presented an institutional perspective on the role of dual-use infrastructure in the EU’s current and future financial frameworks.

The Center for EU Transport Projects has signed two agreements with the State Water Management Authority “Wody Polskie” regarding the modernization of the Ujście Nysy weir on the Oder River. The projects, with a total value of over 538 mln zł, will receive nearly 424.6 mln zł in funding from the European Funds for Infrastructure, Climate, and Environment 2021–2027 program.

Experts from the CEUTP Department of Environmental Protection visited the construction site of a section of the S19 expressway north of Lublin, which is part of the international Via Carpatia route. The site visit provided an opportunity to assess the progress of the work and the challenges associated with the implementation of one of the most important road projects in eastern Poland.

The European Commission, through CINEA, has announced a call for proposals under the “Connecting Europe” program (CEF) – Transport 2026. The call’s budget is 1.1 billion euros and will be allocated to the construction and modernization of transportation infrastructure in the European Union and in countries associated with the CEF.

The new EU regulations on state aid in the transport sector—the TBER and the LMTG guidelines—were the focus of a workshop held on June 16, 2026, at the Center for EU Transport Projects.

The 14th Polish Infrastructure Congress in Warsaw served as an important forum for discussing the most significant challenges facing the Polish transportation sector. CEUTP experts took part in the event, participating in debates on rail and road investments, administrative efficiency, infrastructure financing, and the process of liberalizing the rail market in Poland.
