European Funds in 2025 – a strong step forward!
It is worth mentioning at the outset that only the transport sector has met the 2025 certification forecast, which naturally translates into the level of use of EU funding and the level of reimbursement to Poland from the European Commission.
Almost PLN 100 billion allocation and concrete results
The value of the total allocation in programs overseen by CUPT under the 2021-2027 EU financial perspective is PLN 98.6 billion. These are funds that are making a real difference to transportation across Poland – from railroads and roads to urban transportation and port development.
Based on the contracts signed by CUPT, PLN 70.4 billion, or 71.4% of the available allocation, has already been used. Requested funds to the EC amounted to PLN 22.85 billion (23.2% of the allocation).
How are the programs progressing?
FEnIKS:
- 54.8 billion in allocations,
- 27 calls,
- 134 funding agreement,
- PLN 28.8 billion EU contribution (52.6% of the contracted amount).
KPO:
- 17 calls,
- 175 support agreements,
- PLN 24.1 billion ( 94.4% of the allocation contracted).
CEF 2:
- 45 agreements,
- PLN 15.4 billion
- Allocation utilization: 100%.
FEPW:
- 1 recruitment,
- 4 funding agreement,
- 2.1 billion
- contracting: 71.2%.
Railroad transport the leader in EU funding
The largest share of funds went to rail projects – as much as PLN 54.7 billion in allocations and already 74.8% of contracted available funding.
The second largest category is road and BRD projects, where 69.8% of the allocation was contracted.
Urban investments are also keeping a good pace, with 81.3% of the allocation already in contracts.
With FEnIKS into the future
Projects are specific kilometers of roads and facilities, for example (according to concluded funding agreements, as of 31.12.2025):
- 92 km of new streetcar and subway lines,
- 845.8 km of railroad lines with ERTMS,
- 480 km of new TEN-T roads,
- 153 km of waterways with RIS,
- 98 upgraded railroad stations and stops.
In some areas, the effects specified in the contracts exceed the targets – for example, ERTMS more than 4 times the target in the 2029 indicator!
Eastern Poland – investments at the start
In the FEPW program, preparations and contracting are currently underway. Four contracts have been signed in 2025, but infrastructure results will be visible in the following years.
What’s next?
The year 2026 promises to be just as busy – more calls are underway and projects are entering the implementation phase. We will keep reporting and showing the results, more figures and investments that will change transportation across the country for the better.

PKP Intercity is consistently modernizing its rolling stock thanks to funds from the NRP. On April 2 this year, the carrier presented the first of 50 COMBO passenger cars that will soon be put into service. This is an important stage of the CEUTP-supported project.

Lower Silesian railroad with KPO support for modernization
We have transferred over PLN 114.6 million from the National Plan for Reconstruction and Increasing Resilience for the revitalisation of sections of railroad lines 319, 326 and 341. In total, work will be carried out on more than 33 kilometres. The investment is part of a larger project to modernise railroads in Lower Silesia.

The Centre for EU Transport Projects has signed two agreements on support for projects implemented by Śląskie Voivodship and Koleje Śląskie (Silesian Railways). They concern 10 vehicles in total – both agreements are for the purchase of 5 electric multiple units compliant with the newest technical standards.
