NRP: further support agreements signed
Under the National Recovery and Resilience Plan (NRP), almost PLN 26 billion has been allocated for the development of the transport sector in Poland. By mid-June 2025, the Centre for EU Transport Projects had signed as many as 147 agreements, with the total value of support awarded exceeding PLN 20 billion.
However, this is not the end of the story – there is still around PLN 6 billion to be distributed. Up to 76 applications are currently being assessed (as of 6 June 2025).
What we have already done
Money from the National Recovery and Resilience Plan means faster and safer transport, accessible to everyone, but also support for the sustainability of a competitive economy and energy transition.

Railway lines (implemented by PKP PLK S.A.):

Oborniki Wielkopolskie (line 354):

construction of a second track and a bridge over the Warta River from the Oborniki Wielkopolskie Most branch station to the Oborniki Wielkopolskie station

construction of the Parkowo bridleway between Oborniki Wielkopolskie and Rogoźno Wielkopolskie stations

construction of two new platforms (stations: Oborniki Wlkp. Miasto, Parkowo)

Koluszki – Częstochowa i Zawiercie – Dąbrowa Górnicza (line nr 1):

replacement of rails, dozens of switches, renovation of bridges

reduction in journey times for long-distance trains by about 10 minutes

Works on railway line 143 between Bierutów and Oleśnica as well as Kluczbork and Wołczyn

the works include, among others, comprehensive reconstruction of the track system, engineering and passenger infrastructure

Stage II of the modernisation of line 355 between Międzyborze Sycowskie and Grabowno Wielkie:

on the 20-kilometre route, the works will include the reconstruction of 3 platforms, strengthening the track surface and replacing 8 switches

Rolling stock:
- construction and delivery of 8 electric multiple units (EMUs) for regional passenger rail transport for the Zachodniopomorskie Province:
- trains capable of carrying e.g. 16 bicycles
- easier access to Szczecin
- improving the accessibility of rail infrastructure for people with reduced mobility and neurotypical persons
- reduction of pollutant and noise emissions from transport
- value of EU support: over 178.5 million PLN
Inter-modal Transport:

implementation of the “Time for revolution” project within the European Union through the purchase of interoperable locomotives and wagons for inter-modal transport (Laude Smart Intermodal Joint Stock Company)
- purchase of two zero-emission multiple-unit locomotives and 40 boxcars for the transport of containers
- value of EU support: nearly 38.3 million PLN

purchase of zero-emission multi-system locomotives for inter-modal transport (Cargounit Sp. z o.o.)
- purchase of 10 brand new multi-system traction locomotives that are technically and legally suitable for operating and carrying out inter-modal journeys in Europe
- value of EU support: over 112.5 million PLN
- equipping the BCT inter-modal terminal with modern handling equipment (BCT – Bałtycki Terminal Kontenerowy Sp. z o.o.)
- expansion of the seaward transshipment capacity of the Baltic Container Terminal by 150,000 tonnes. TEUs from 1.0 million TEUs to 1.15 million TEUs (an increase of 15%) through the purchase of modern handling and transport equipment
- adaptation of the Terminal’s reloading capacity to handle container vessels of up to 25,000 TEU
- value of EU support: PLN 128.9 million

- expansion and modernisation of infrastructure
- value of EU support: over 6.9 million PLN

Transshipment terminal Gądki k. Poznań (Metrans (Polonia) sp. z o.o.):

Construction of double-track electric gantry cranes instead of diesel-powered wheeled vehicles

extension of the loading tracks

an increase in maximum capacity to almost 11,200. TEU

reduction in handling time from 5 to 3 minutes

Elimination of 247 out of 305 “black spots” on roads
Why is this important?
Thanks to the commitment of the CEUTP and the support of the NRP:

Shorter, more comfortable and safer journeys to work, home, hospital or doctor, but also for holidays and holidays
-
public transport is becoming more comfortable and environmentally friendly
-
reduce CO₂ emissions and urban noise with low- and zero-emission buses and trams and the expansion of modern railways
-
We are improving the accessibility of rail transport for all passengers.
What is NRP?
The National Recovery and Resilience Plan is an EU financial plan to support member countries after the COVID-19 pandemic. Its objectives are:

offsetting the negative effects of the crisis and preparing the economy for possible future such events
-
investing in green and digital transformation
-
strengthening innovation and competitiveness of the economy and infrastructure
The CEUTP acts in the NRP as a Support Unit for the Ministry of Infrastructure – responsible for the efficient implementation of transport investments.

New COMBO passenger cars on the tracks. How European funds are changing the Polish railroad and economy
PKP Intercity is consistently modernizing its rolling stock thanks to funds from the NRP. On April 2 this year, the carrier presented the first of 50 COMBO passenger cars that will soon be put into service. This is an important stage of the CEUTP-supported project.

Lower Silesian railroad with KPO support for modernization
We have transferred over PLN 114.6 million from the National Plan for Reconstruction and Increasing Resilience for the revitalisation of sections of railroad lines 319, 326 and 341. In total, work will be carried out on more than 33 kilometres. The investment is part of a larger project to modernise railroads in Lower Silesia.
