A huge subsidy for Poland from the CEF Transport 2025 programme
The European Commission has granted Poland over EUR 451 million in support for the development of transport infrastructure under the Connecting Europe Facility (CEF Transport 2025) programme. These funds will support strategic rail and maritime investments, including the construction of Rail Baltica, the design of high-speed railway lines and the modernization of access to the Port of Świnoujście.
The European Commission has approved funding for 94 transport projects that will receive a total of almost EUR 2.8 billion under the Connecting Europe Facility (CEF). The aim of the investments is to modernize transport infrastructure across the EU, including Poland, in a manner that supports sustainable mobility, interoperability and resilience of the TEN-T network.

Gigantic funds for railway development
The largest portion of the funds – as much as 77% – will be allocated to railway projects, including the continuation of the construction of Rail Baltica and the development of high-speed railway lines in Poland and the Czech Republic. The European Rail Traffic Management System (ERTMS) will be implemented in 11 countries, including Germany, Italy and Sweden.
Projects involving Polish entities covered by funding under CEF Transport 2025:

PKP Polskie Linie Kolejowe S.A. shall receive:

EUR 294 million for modernization works on the E75 railway line (Rail Baltica) at the Knyszyn-Osowiec section,

EUR 94.9 million for the implementation of the ERTMS/ETCS level 1 (Limited Supervision) system on 534 kilometres of railway lines of the TEN-T network.

Centralny Port Komunikacyjny Sp. z o.o. shall receive EUR 18.36 million for the design documentation of the new high-speed railway line between Katowice and the state border (section to Ostrava).

Maritime Office in Szczecin shall receive EUR 44.28 million for deepening the fairway to the Port of Świnoujście, which will improve the accessibility and capacity of maritime transport.
The total value of funding for projects involving Poland exceeds EUR 451 million, making us one of the main beneficiaries of this year’s call for proposals.
Environmentally-friendly and safe transport
Support will also be provided to projects related to the green transformation of ports (among others in Poland, Croatia and Ireland), the development of inland waterway infrastructure, safe car parking lots, urban mobility centres, as well as investments within the EU-Ukraine Solidarity Lanes.
As a result of the last call for proposals (CEF General Call 2025), 94 projects were approved out of 258 submitted applications. The signing of grant agreements will be in process until October 2025. Currently, nearly 95% of the CEF budget for 2021–2027 has already been allocated.
