Solidarity Corridors with Ukraine
The project, funded under the Connecting Europe Facility (CEF), aims to optimise capacity, improve interoperability, and increase operational efficiency at the main road border crossings between Poland and Ukraine. It forms part of a broader European Union strategy to maintain functioning transport corridors — corridors that are critical both to the Ukrainian economy and to the logistics of humanitarian aid and national reconstruction.
Partners on Both Sides of the Border
The meeting was opened by addresses from Sylwia Cieślak-Wilk, Deputy Director of CUPT, Etienne Cuche of CINEA (the European Climate, Infrastructure and Environment Executive Agency), and representatives of the Ministry of Infrastructure and the Ministry of Funds and Regional Policy.
The proceedings were attended by Polish project partners — the National Revenue Administration, the General Directorate for National Roads and Motorways, and the Lublin Authority for Border Crossing Management — as well as, on the Ukrainian side, the State Agency for Restoration and Infrastructure Development of Ukraine and institutions responsible for infrastructure in the Lviv and Volyn oblasts.
Progress, Amendments, Timelines and Audit
Over two days, participants reviewed each consortium partner’s progress in implementing the project, changes introduced since Amendment No. 2 to the project agreement, and the current action schedule.
A significant portion of the meeting was devoted to formal matters: the project amendment process, changes to milestones and deliverables, and preparations for the CFS (Certificate on the Financial Statements) audit — covering expenditure documentation principles, budget categorisation, and audit trail procedures.
The second day also featured consortium alignment workshops, during which partners presented their operational needs and plans for the next implementation phases. Communication and promotional activities were discussed as well.
CUPT’s Role
Lublin has once again served as the venue where a Polish institution played the role of central coordinator of cross-border cooperation. As project leader, CUPT is responsible for coordinating project activities, ensuring financial compliance, and reporting to CINEA — the European agency overseeing the implementation of CEF projects.

CEUTP Hosts a TAIEX Study Visit with Representatives from Lithuania
On June 16–18, 2026, a TAIEX study visit took place at the headquarters of the Center for EU Transport Projects in Warsaw, organized in cooperation with partners from Lithuania. The meeting focused on exchanging experiences regarding the oversight of public procurement, the audit of EU-co-financed projects, and the application of financial corrections.

Solidarity Lanes between the European Union and Ukraine – a feasibility study will be prepared
Reducing train travel times and improving capacity on the Lublin-Dorohusk section to the Polish border are the main objectives of the feasibility study, which we entrusted to IDOM. We anticipate completing the Solidarity Lanes studies in 2026. Their net value exceeds PLN 10 million. Funding is provided by the European Union through the Connecting Europe Facility (CEF).

On 19 May, workshops on the Strategic Public Procurement project were held in Craiova (Romania), organized by the South-West Oltenia Regional Development Agency (Romania). The event gathered approximately 60 participants representing various contracting authorities in Romania.
