Workshop “TBER – EU measures and state aid for the transport sector”.

The Center for EU Transport Projects and the ProKolej Foundation invite you to participate in a workshop on issues related to the new Transport Block Exemption Regulation (TBER). During the event, experts and practitioners will present the directions of changes in the area of state aid and discuss new rules for financing investments in the transport sector.

Why you should

The TBER regulations will establish basic procedures for the possibility of obtaining compensation for, among other things:

  • Development and modernization of transport infrastructure,
  • Implementation of technical specifications for interoperability,
  • Investments in service infrastructure, including freight terminals, intermodal terminals and rail sidings.

Our target group

The event is addressed in particular to representatives of public institutions, rail market players, transport operators and specialists involved in obtaining and accounting for public funds – both national and EU – and the implementation of services of general economic interest (SGEI).

  • Public institutions and regulators,
  • Rail operators and carriers,
  • transport infrastructure managers,
  • entities involved in financing public services and SGEI,
  • Specialists in European funds, state aid and transportation investment.

What you’ll learn


The goal of the workshop is:

  • Introduce participants to the main features of the upcoming TBER regulation,
  • Discussing the practical implications of implementing the new regulations for the transportation sector,
  • Identify opportunities to obtain funding for infrastructure and operational projects,
  • Exchange of experience on the application of state aid regulations in the transport sector.

Also on the agenda is an open discussion with representatives of public administration and experts in law, public finance and transportation on the challenges and prospects of TBER implementation in Poland.
