Lithuanian twinning visit
On September 18-22, 2023, a study visit to Lithuania took place with the participation of representatives of Azerbaijan’s administrative institutions, i.e. from the Ministry of Digital Development and Transport of Azerbaijan, the Ministry of Economy, the State Motor Roads Agency of Azerbaijan and the Ministry of Internal Affairs.
The stay in Lithuania was an opportunity to meet, among others with the Lithuanian Transport Safety Administration (LTSA – Lithuanian Transport Safety Administration – partner in the twinning project implemented by CEUTP) and the Lithuanian Ministry of Transport and Communications.
The main tasks of LTSA in the field of road transport safety in Lithuania include licensing road transport operators, ensuring the regulation of passenger transport on international routes and conducting vehicle approval. However, the Ministry of Transport and Communications plays an important role in shaping Lithuania’s road safety policy.
In addition to meetings with the above-mentioned institutions, the study visit also included an online meeting with the Estonian “Clevon”, which is a significant player in the field of autonomous vehicles.
During the study visit, the participants also visited the Transport Competence Agency, which plays an important role in road safety inspections, which constitute a systematic assessment of road infrastructure in order to identify potential safety threats, as well as identify and investigate the so-called black points.
The visit to the Lithuanian Road Administration enabled the participants to learn about its role as the manager of road infrastructure in Lithuania. Azerbaijani experts gained valuable knowledge on several key aspects of the activities of the Lithuanian Road Administration, including intelligent transport systems, sector speed cameras and weather monitoring stations.
