CEUTP Expertise and Experience Support Road Sector Reform in Moldova within TAIEX
Experts from the CEUTP participated in a TAIEX mission in Chișinău from September 29 to October 3, 2025, sharing Polish experience in road asset management, Intelligent Transport Systems (ITS), and road safety. The mission was crucial for supporting the transformation of the newly established Moldovan National Road Administration (NRA) and its alignment with European Union standards.
The mission served as a continuation of expert support for Moldova, focusing on transferring knowledge vital for the modern functioning of the road sector. Polish specialists shared their experiences in areas such as ITS system planning, methodologies for assessing the technical condition of road infrastructure (as a key component of RAMS), and implementing infrastructure safety management procedures, including those stemming from the updated RISM EU directive.
The support from CEUTP for the mission was provided by Director of the Transport Analysis Department, Krzysztof Rodziewicz, and Senior Expert, Przemysław Jan Rzeźniewski.
Conclusions from the intensive meetings confirmed the Moldovan administration’s strong commitment to adopting EU standards. However, they also identified an urgent need to remove existing legislative barriers that are blocking the introduction of modern contracting forms for road maintenance (e.g., OPRC) and the adoption of cohesive ITS and RAMS policies.
The team of experts recommended a two-phase support plan: short-term TAIEX missions focused on identified priority legislative work, which should then transition into a long-term Twinning project to ensure the full institutionalization and operationalization of the new policies in a sustainable manner.
