How to Effectively Use EU Funds for Transportation?

Poland’s Experience with EU Funds

On October 13, 2026, a meeting was held at the Ministry of Infrastructure in Warsaw as part of the 10th edition of the Enlargement Academy (EA). Twenty representatives of foreign services from nine EU candidate and aspiring countries came to Poland to learn about our experience with using EU funds for transportation development.

What is the Enlargement Academy?

The Enlargement Academy is an initiative designed to facilitate the exchange of experiences and the sharing of knowledge regarding the process of European integration. The meeting focused on issues related to transportation policy and infrastructure investments, with particular emphasis on Poland’s experience in utilizing European funds.

The following topics were discussed:

  • the state’s transportation policy,
  • setting objectives and monitoring the implementation of tasks,
  • the development of the Trans-European Transport Network (TEN-T).

The Role of CUPT in Infrastructure Projects

One of the key items on the agenda was a presentation by the Center for EU Transport Projects (CEUTP) on the institution’s role in the preparation, evaluation, and monitoring of transport projects co-financed by the European Union.

Participants also learned about Poland’s experiences related to the development of the TEN-T network and the planning of strategic transportation investments. The presentation was delivered by Krzysztof Rodziewicz, Director of the Transportation Analysis Department at CUPT.

Transformation as a Benchmark

The meeting provided an opportunity for a direct exchange of experiences among representatives of countries at various stages of European integration. Poland’s infrastructure transformation, achieved through the effective use of EU funds, serves today as a practical reference point for countries preparing for EU membership.
