Modern transfer hubs, less traffic jams and cleaner air – Tricity Metropolis receives support from the European Funds for the development of transport

PLN 190 million from the European Funds for Infrastructure, Climate and Environment 2021–2027 programme were granted to Gdynia, Rumia, Reda and Władysławowo for the implementation of transport projects. The aim of the investment is to improve the quality of life of residents, as well as develop multimodal, low-emission mobility in the entire region.

Soon, residents of Gdynia, Rumia, Reda and Władysławowo will gain better access to public transport, as well as safer transfer hubs. New bus lanes, bike paths, parking spaces and infrastructure facilitating daily transport will appear in the cities. With those changes, road traffic intensity will decrease in city centres, resulting in the reduction of exhaust emissions, noise pollution and traffic jams.

This is the result of financing received from the European Funds for Infrastructure, Climate and Environment 2021–2027 programme. The official signing of the agreements with the Centre for EU Transport Projects (CEUTP) took place on 11 August 2025 in Rumia. The event was also attended by, among others, Joanna Lech, the Director of CEUTP, parliamentarians: Rafał Siemaszko (Member of Parliament), Stanisław Lamczyk (MP), Sławomir Rybicki (Senator), Emil Rojek (First Vice-Voivod of Pomerania), Marcin Kaczmarek (Starost of Wejherowo), Piotr Wittbrodt (Councillor of the Pomeranian Voivodship Assembly). Local governments were represented by: Michał Pasieczny (Mayor of Rumia), together with Ariel Sinicki (Deputy Mayor), Rafał Geremek (Vice-President of Gdynia), Mateusz Richert (Mayor of Reda), as well as Roman Kużel (Mayor of Władysławowo).

A step towards sustainable development

– Four different cities, four ambitious investments and one common goal – to create a modern, safe and accessible public transport in the Tricity Metropolis. With the European Funds we support actual changes, improving the quality of life of residents and reducing the negative impact of transport on the environment. This is an example of efficient cooperation between local governments, central administration and EU institutions, – announced Joanna Lech, Director of CEUTP.

Investments in sustainable urban mobility – projects’ overview

• Gdynia received almost PLN 126.9 million, with an overall value of the project reaching nearly PLN 303 million, allowing the city to continue and develop priority investments within the area of sustainable urban transport. The scope of project includes, among others:
  • modernisation of Gdynia Główna and Gdynia Chylonia transfer hubs,
  • refinancing of the construction of Gdynia Chwarzno-Polanki transfer hub,
  • creation of new bus lanes and bike paths in key locations,
  • development of Intelligent Transport Systems (ITS), such as a system for detecting unauthorized vehicles in bus lanes, or expansion of city surveillance and passenger information systems.
• In Rumia, a new transportation hub – Rumia Biała Rzeka – will be created, while the existing Rumia hub will be expanded. The purpose of it all is to improve accessibility of public transport, as well as passengers’ comfort. As part of the Rumia Biała Rzeka hub – related to the planned launch of a new SKM stop by PKP – the intersection at Grunwaldzka Street will be reconstructed, among other things. Modern accompanying infrastructure will also appear, including Park&Ride and Bike&Ride parking spaces. Meanwhile, the following are to be constructed near the Rumia hub:
  • multi-storey car park at Starowiejska Street,
  • Park&Ride parking space at Towarowa Street.

– Rumia, like no other city, has experienced a positive change following the construction of hubs, especially the Rumia Janowo hub. As a result, now several hundred more people use SKM every day. Looking onwards into the future – the new Rumia-Biała Rzeka hub will also be very much needed. This part of the city is developing dynamically, – says Michał Pasieczny, Mayor of Rumia.

The overall cost of the investment is PLN 55 million, of which PLN 38 million comes from the European Funds co-financing.

• Reda is planning to extend the transfer hub by adding modern Park&Ride parking space, cycling infrastructure, green water-retaining solutions, as well as RES installations. The total cost equals PLN 13.1 million, of which over PLN 8.5 million will be covered by the European Funds.
• Władysławowo is going to build a tunnel for pedestrians and cyclists under railway line no. 213, connecting PKP station with, among others, bus station, significantly improving accessibility and traffic safety. The entirety of the project costs PLN 24.6 million, of which PLN 17 million comes from the European Funds.

• integration of different modes of transport (railway, bus, bike, car),
• shorter travel times and improved comfort,
• reduced CO₂ emissions and noise pollution,
• increased attractiveness of public transport,
• stimulation of local economy and tourism.
