Using this website without changing your cookie settings means that cookies will be placed on your terminal device, to which you agree. You can change your cookie settings in the web browser you are using at any time. This may affect the correct display of content on the CEUTP website.
This Cookie Policy applies to the website www.cupt.gov.pl whose administrator is the Centre for EU Transport Projects with its seat in Warsaw, at ul. Plac Europejski 2
What are cookies
Cookies are small text files which are stored on your device (e.g. computer, smartphone) when you visit a website. These cookies allow websites to recognise the user’s device and display a website tailored to the user’s individual preferences accordingly. Cookies usually contain the name of the website from which they originate, the length of time they are stored on the end device and a unique number.
Cookies can be subdivided in detail by:
- Necessary files for the service
| Type | Decsription |
|---|---|
| Essential files | They are necessary for the proper functioning of the website or the functionality the user wishes to use. |
| Functional files |
|
| Business files | They enable implementation of the business model based on which the site is made available, their blocking will not result in the unavailability of the entire functionality of the site, but may reduce the level of service provision due to the site owner’s inability to realise the revenues that subsidise the operation of the site. Advertising cookies, for example, make part of this category. |
- Time that the files will be stored on the user’s terminal equipment
| Type | Decsription |
|---|---|
| Temporary Cookies (session cookies) | Cookies placed for the duration of the browser (session) are deleted when the browser is closed. |
| Persistent cookies | They are not deleted when the browser is closed and remain on the user’s device for a limited or no period of validity depending on the website owner’s settings. |
- Origin – the service administrator who manages the cookies
| Type | Decsription |
|---|---|
| Own cookies (first party cookies) | Cookies placed directly by the owner of the website you have visited. |
| Third-party cookies | Cookies placed by external parties whose page components have been called by the website owner. |
- Purpose
| Type | Decsription |
|---|---|
| Service configuration | They enable setting up functions and services on the website. |
| Safety and reliability of the service | They enable verification of authenticity and optimisation of the website performance. |
| Authentication | They provide information when the user is logged in so that the website can show relevant information and functions. |
| Status of the session | They enable recording information about how users use the website. These may relate to the most frequently visited sites or possible error messages displayed on certain sites. Cookies for storing so-called “session status” help to improve services and enhance the browsing experience. |
| Processes | They enable the website itself and the functions available on it to operate smoothly. |
| Advertising | They enable displaying adverts that are more interesting to users and at the same time more valuable to publishers and advertisers, personalise adverts, and can also be used to display adverts outside the website pages (domains). |
| Location | They allow the information displayed to be adjusted to the user’s location. |
| Analysis and research, browsing figures audit | They enable site owners to better understand their users’ preferences and, through analysis, improve and develop products and services. Typically, the website owner or research company collects information anonymously and processes trend data without identifying the personal data of individual users. |
- Interference in user’s privacy
| Type | Decsription |
|---|---|
| Harmless | Necessary for the proper operation of the website and needed to enable the functionality of the website, but their operation has nothing to do with tracking the user. |
| Tracking | Those used to track users do not include information that identifies a specific user. |
What cookies are used for on the CEUTP website
Cookies are used to adapt the content of the website to optimise its usability, including the fluidity of its display and the correctness of its content. They are also used to compile anonymous, aggregated statistics that help us understand how the user uses the website, which enables us to improve its structure and content, excluding personal identification of the user.
What cookies are used by the CEUTP
In principle, two types of cookies are used – “session” and “persistent” cookies.
“Session” files are temporary ones that remain on the user’s device until the user logs out of the website or shuts down the software (web browser).
The “persistent” files remain on the user’s device for the time specified in the parameters of the cookies or until they are manually deleted by the user. Persistent cookies are stored on the user’s computer and are not automatically deleted when the browser is closed, unlike session cookies which are deleted when the browser is closed.
The table below provides an overview of the various cookies used on the CEUTP website:
| Purpose | Description | Type and storage period |
|---|---|---|
| The CEUTP website performance test | Controlling the technical parameters of website performance related to the time it takes for a website to load and optimising this process. | Session file, deleted when the browser is closed. |
| Checking the number of visits to the CEUTP website by users | The CEUTP uses analytical tools belonging to third parties in order to understand how users use the website. The information obtained allows the quality of the website to be improved. The Google Analytics tool is used for this purpose. More information on the use of Google Analytics tools can be found on this page. |
For more information on the Google Analytics code and Google’s cookies, see the Google Analytics Security and Privacy Policy. |
Consent to install the cookies
When visiting the CEUTP website, a banner will be displayed to inform you that the website uses cookies. If “Accept” is selected, this will mean that the website user accepts all cookies that are placed on the website and confirms that they have read the information about cookies and the purposes of their use.
In case of essential cookies, the consent of the CEUTP website user is not required, as cookies of this kind ensure the full and uninterrupted functioning of the website. These cookies are exempt from the requirement to obtain the user’s consent pursuant to Article 173(3) of the Telecommunications Act.
If a user of the CEUTP website does not want cookies to be stored on their device, the option “Manage cookies” must be selected. By selecting this option, the user rejects all but the necessary cookies that are used on the CEUTP website.
The user can manage their own cookie preferences by selecting the “Manage cookies” box on the cookie banner displayed.
Deletion of cookies
By default, your web browsing software allows cookies to be placed on your end device. These settings can be changed to block the automatic handling of cookies in your browser settings or to inform you each time a cookie is sent to your device.
Detailed information on the possibility and handling of cookies is available in the settings of your software (web browser). Restricting the use of cookies may affect some of the functionality of the website.

Third-party websites, to which the www.cupt.gov.pl website also links, may use files other than those mentioned above, in particular files enabling logging and the delivery of advertisements corresponding to the user’s preferences and behaviour. The entity responsible for managing such cookies is the owner of the website or service – the rules for managing cookies are set out in the privacy or cookie policy for the website or service, i.e:
