Digitisation of transport: Call for proposals related to ERTMS equipment in railway vehicles

In this call, the focus is on green, intelligent mobility and the digitalisation of transport and support will be given to investments aimed at equipping railway vehicles with the ERTMS system.

Support for the digitisation of transport

Projects to equip railway vehicles with a modern ERTMS system can be supported. Detailed requirements can be found in the Ministry of Infrastructure Ordinance of 5 November 2024 and on the dedicated call for proposals page.

The aforementioned regulation lays down the detailed purpose, conditions and procedures for granting public aid for projects concerning the equipment of powered or crew-cab railway vehicles with the European Rail Traffic Management System according to baseline 3 or higher, comprising the on-board equipment of the European Train Control System (ETCS) and the Global System for Railway Traffic Radio (GSM-R) combined (hereinafter referred to as the ERTMS system).

Where the Global System for Mobile Radio-Radio (GSM-R) is already installed, only the on-board equipment of the European Train Control System (ETCS) can be supported.

What can the support be used for?

The eligible range of projects that can be supported under this call includes:

  1. Purchase of new powered or cab-over rail vehicles with ERTMS.
  2. Upgrading existing rolling stock by equipping powered or cab-over railway vehicles with ERTMS.
  3. ERTMS upgrade.
  4. Equipment for ERTMS operation, diagnosis and maintenance.
  5. Training of staff in ERTMS operation and maintenance.
  6. Certification and testing of vehicles for marketing authorisation.

Which entities can apply?

The following entities can apply for project support:

  • Dispatchers or railway operators, as defined in the applicable legislation.
  • Companies hiring or leasing powered or steerable railway vehicles, registered in the European register of railway vehicles as owner or keeper of the vehicle.

Amount of support under the NRP

482,000,000 PLN has been allocated for support. The maximum project support that can be obtained is 85% of eligible expenditure.

How and by when to apply?

Applications can only be submitted electronically from 3 December 2024 to 28 February 2025 via the dedicated WOD2021 application at wod.cst2021.gov.pl. The order in which proposals are submitted does not affect their evaluation.
