NRRP: a 2-year review in transport
On 15 December 2023, Poland launched the largest investment project in its history – the National Recovery and Resilience Plan (NRRP). That moment initiated a change, which can be observed in every region – a change for transport, residents, economy and safety.
Today, we can say: NRRP works. And it is truly changing then country.
Transport in the middle of the change
What changes does NRRP introduce?
- Safer roads – we eliminated 299 out of 305 “accident blackspots”. Also new ringways are under construction, which will benefit 300.000 residents. It’s as if the whole city of Białystok gained safe routes.
- Modern railway – PLN 10.7 billion for modernisation of railroads and railway traffic management systems, 413 new or modernised trains and systems. Imagine a fleet with the ability to handle every connection in the entire country for a week.
- Public transport – 1,800 buses and 120 trams. Almost like replacing the whole rolling stock in a large Polish city.
- Poland as a logistic hub – investments in intermodal and railway transport transform us from a transit country into a key player on the European map.
A two-year review:
- 17 calls for proposals
- 295 assessed applications for support for the project
- 174 signed agreements for support for the projects with the value exceeding PLN 24 billion – over 94% of the entire budget allocated to transport
- 682 approved applications for payment of the amount exceeding PLN 7.75 billion

933.000 agreements across the entire NRRP valued at PLN 165 billion – which equals to 68.8% of the entire programme budget.

Why is that important?
Each kilometre of the modernised line, each new bus, and each new ringway brings a specific benefit for people: faster travel, cleaner air, or safer roads. CEUTP makes sure that every zloty from the NRRP is spent for the benefit of Poland – we diligently coordinate every action, as time is our biggest challenge.

Over 81.6 million PLN from the National Recovery Plan for new trams in Szczecin
CEUTP supports the development of modern urban transportation in Szczecin. Thanks to over 81.6 mln zł from the National Recovery Plan, Tramwaje Szczecińskie has purchased 8 bidirectional, fully low-floor trams that will improve the comfort, accessibility, and quality of residents’ daily commutes.

New COMBO passenger cars on the tracks. How European funds are changing the Polish railroad and economy
PKP Intercity is consistently modernizing its rolling stock thanks to funds from the NRP. On April 2 this year, the carrier presented the first of 50 COMBO passenger cars that will soon be put into service. This is an important stage of the CEUTP-supported project.

Lower Silesian railroad with KPO support for modernization
We have transferred over PLN 114.6 million from the National Plan for Reconstruction and Increasing Resilience for the revitalisation of sections of railroad lines 319, 326 and 341. In total, work will be carried out on more than 33 kilometres. The investment is part of a larger project to modernise railroads in Lower Silesia.
