CEUTP experts on resilient transport infrastructure at the 4th Congress of Designers and Engineers
Experts from the Center for EU Transport Projects are actively participating in the most important national debates on the future of transport infrastructure. One such event was the 4th edition of the Congress of Designers and Engineers in Warsaw, where our representative highlighted the key challenges of infrastructure resilience to climate change and systemic risks.
CEUTP as expert partner in resilient infrastructure debate
Our Center for EU Transport Projects was represented at the conference by employees of the environmental division of the Transport Analysis Departments: Ewa Paderewska, head, and Grzegorz Lutczyk, chief specialist, who also took part in the thematic debate: “Resilient infrastructure for difficult times – cyber security, mobility, state security.”
The discussion focused on designing transportation infrastructure to be functional, safe and resilient to modern challenges – from advancing climate change to cyber threats to the challenges of state security and emergency mobility.
During the debate, the CEUTP representative stressed that climate change is already one of the biggest threats to transportation infrastructure, and that resilience to extreme weather events should be treated as an integral part of the investment process, taken into account already at the stage of conception and design.
Climate resilience as a component of transport project evaluation
The role of CUPT as an institution that evaluates projects seeking funding for climate change adaptation compliance was also strongly enhanced. The importance of:
- Multi-criteria assessment of environmental impacts,
- Selection of adequate adaptation methods,
- Implementing solutions to increase infrastructure resilience from the early stages of investment preparation.
It is in this area that the climate change team operating in CEUTP is working intensively, supporting beneficiaries in designing transportation investments that are resilient to today’s and tomorrow’s environmental challenges.
Congress as a forum for sharing knowledge and experience
The 4th Congress of Designers and Engineers was held on April 16, 2026 at the Copernicus Science Center in Warsaw. The event was organized by the TOR Economic Advisory Group and ZOPI and brought together a wide range of designers, engineers, contractors, investors and representatives of public administration.
This year’s edition focused on the roles of the contracting authority and the general construction contractor in the investment process. It was repeatedly emphasised that both stable cooperation between the two parties and attention to the underestimation of the role of designers and engineers, whose decisions largely determine the durability and safety of infrastructure, are prerequisites for the success of public investments.
Lessons for the future
Conclusions from the Congress clearly indicate that the direction taken by CEUTP – combining the role of a financing institution and an expert partner in climate resilience and infrastructure security – will become increasingly important.
In the face of dynamic environmental changes and rising expectations for public infrastructure, this approach is becoming not only necessary, but even essential to ensure the sustainability and safety of transportation investments in Poland.

Transportation is for everyone. Really?
