First non-competitive call for proposals under the FEnIKS 2021-2027
Today, the Centre for EU Transport Projects announced the first non-competitive call for proposals under the European Funds for Infrastructure, Climate, Environment 2021-2027 Programme.
The calls for proposals are for phased projects under Priority IV Support for the transport sector from the Cohesion Fund and Priority V Support for the transport sector from the ERDF for activities:
- 04.01 Roads on the TEN-T core network;
- 05.01 Roads in the TEN-T comprehensive network;
- 05.03 Roads and road safety.
The calls for proposals will support, among other things, investments consisting of:
- construction, reconstruction of roads managed by the General Directorate for National Roads and Motorways to the parameters of express roads and motorways in the core and comprehensive TEN-T network,
- construction of bypasses on the national road network (including express roads) outside the TEN-T network, managed by the GDNRM,
- construction, reconstruction of national roads outside the TEN-T (including express roads) forming part of routes connecting urban centres with the infrastructure of the TEN-T network, under the management of the General Directorate for National Roads and Motorways.
The General Directorate for National Roads and Motorways is authorised to submit the applications.
The total value of funding earmarked for the calls for proposals in question is PLN 1 850 000 000.
Applications can be submitted from 1 September 2023 to 31 December 2024.

More Road Projects Funded by European Funds
Two more projects by the General Directorate for National Roads and Motorways have received funding from the European Funds for Infrastructure, Climate, and Environment Program 2021–2027. These projects involve the construction of the Morawica and Wola Morawicka bypass along National Road DK73, as well as sections of the S19 expressway between Międzyrzec Podlaski and Lubartów Północ.

Expert Workshop on Dual-Use Projects and Transportation Resilience, Featuring CEUTP
On June 19, 2026, an expert workshop titled “Dual-Use Projects and Building the Resilience of the Railway System with the Support of European Funds” was held in Warsaw. Among those participating in the event was Sylwia Cieślak-Wilk, deputy director of CEUTP, who presented an institutional perspective on the role of dual-use infrastructure in the EU’s current and future financial frameworks.

Nearly 424.6 mln zł from European Funds for the modernization of the Ujście Nysy barrage
The Center for EU Transport Projects has signed two agreements with the State Water Management Authority “Wody Polskie” regarding the modernization of the Ujście Nysy weir on the Oder River. The projects, with a total value of over 538 mln zł, will receive nearly 424.6 mln zł in funding from the European Funds for Infrastructure, Climate, and Environment 2021–2027 program.
