Analysis of data flows between Azeri institutions in the transport sector

The first mission after the holiday period took place in Baku on 4-7 September. During the mission, experts from Polish and Lithuanian institutions representing the “Increasing Road Safety in Azerbaijan” project held several meetings with representatives of the Ministry of Digital Development and Transport, the Ministry of Interior, the Ministry of Ecology and Natural Resources, the Azerbaijan Land Transport Agency and the Baku Transport Agency, the Main Department of Information and Communications, the Main Traffic Police Department, the State Motor Roads Agency and the Geodesy and Cartography Agency. During the mission, the experts also visited the e-Gov Development Centre within the Ministry of Digital Development and Transport and the Intelligent Transport Management Centre of Azerbaijan’s Ministry of Interior for on-site observations.

The mission included the identification of databases of various institutions in Azerbaijan related to transport, including road safety. Given that digitalisation helps to increase data accessibility, the experts assessed the level of digitalisation of maps and databases. The mission also focused on diagnosing the form of data flow between different institutions. Ensuring a smooth exchange of data is crucial for coordination and decision-making to improve road safety.

The meetings emphasised the importance of the availability of accurate and up-to-date data for effective decision-making and efficient operations in the transport sector.

Based on the discussions, the experts analysed and assessed the usefulness of this data in the context of further developing the system and creating a single database for traffic management. Overall, the aim of the mission was to create a more efficient and effective system for accessing and using data to make informed decisions and improve transport operations in terms of road safety.

Reducing train travel times and improving capacity on the Lublin-Dorohusk section to the Polish border are the main objectives of the feasibility study, which we entrusted to IDOM. We anticipate completing the Solidarity Lanes studies in 2026. Their net value exceeds PLN 10 million. Funding is provided by the European Union through the Connecting Europe Facility (CEF).
