EU-Ukraine Solidarity Lanes: Opening of the road to the Yahodyn-Dorohusk border crossing in Ukraine

On Wednesday, December 3, 2025, the CEUTP delegation participated in a special meeting concluding the work under Work Package 8 of the Solidarity Lanes road project (part of the CEF2 “Connecting Europe Facility”). We traveled to the Ukrainian side, right next to the Yahodyn-Dorohusk border crossing, to participate in the opening of a nearly 1.9-kilometer-long access road to the border. The design work aims to ensure a smooth and seamless cross-border connection within the TEN-T framework.

From the Ukrainian side the event was attended by, among others, Oleg Bardys, head of the Border Crossing Development Department, representatives of the Service for Restoration in the Volyn region, as well as local authorities and media. Polish institutions were represented by a three-person delegation from CEUTP (Katarzyna Łuczkowska-Sutkowska, advisor to the CEUTP Director; Olga Zuchora, expert in the Department of Transport Analysis; and Marek Lorent-Kamiński, expert in the Communications Department); Mr. Szymon Piechowiak, spokesperson for the General Directorate for National Roads and Motorways; Ms. Małgorzata Sokół, Director of the Lublin Border Crossing Service Authority; and Mr. Waldemar Madej, Deputy Director for Investments at the Lublin Border Crossing Service Authority.

Project details

Thanks to EU support, our Ukrainian partners managed to modernize the M-07 road, reduce traffic jams on the way to the border crossing, optimize and modernize traffic flows, and improve safety on the access roads to the Yahodyn-Dorohusk border crossing, the largest vehicle border crossing on the border with Poland.

Work began in June 2025. After a preparatory phase and the milling of the worn asphalt concrete surface, a durable, multi-layered structure for the new surface was laid. A comprehensive set of traffic management and road safety measures was implemented.

The next stage of the project will be the construction of a 13-hectare parking lot near the modernized road. The project involves creating 600 parking spaces for trucks. Completion is scheduled for the end of 2026. This will help solve the problem of long queues on the road and provide comfortable conditions for drivers waiting to cross the border.

Solidarity Lanes between European Union and Ukraine

EU-Ukraine Solidarity Lanes is an initiative launched by the European Commission (European Climate, Infrastructure and Environment Executive Agency – CINEA) in May 2022. It aims to optimise and modernise traffic flows in terms of infrastructure, capacity, interoperability and service efficiency at the main border crossings between the European Union (EU) and Ukraine.

It was launched in response to the growing transport and logistics needs resulting from the geopolitical challenges posed by the Russian invasion of Ukraine and seeks to increase the capacity, interoperability and efficiency of transport services on the border between Ukraine and EU territory.

Numerous infrastructure projects are being implemented within the CINEA Solidarity Lanes initiative, two of which are being implemented with Polish and Ukrainian partners. These projects are implemented under grant agreements to which CINEA, CEUTP and partners from Poland and Ukraine are signatories.

Solidarity Lanes between the European Union and Ukraine – a feasibility study will be prepared

Reducing train travel times and improving capacity on the Lublin-Dorohusk section to the Polish border are the main objectives of the feasibility study, which we entrusted to IDOM. We anticipate completing the Solidarity Lanes studies in 2026. Their net value exceeds PLN 10 million. Funding is provided by the European Union through the Connecting Europe Facility (CEF).
