How to deal with inflation, green and sustainable procurement, and contract modifications? CEUTP hosts a TAIEX expert mission

Within 20^th-22^nd of November the CEUTP hosted a three-day expert seminar on the area of approach to indexation with inflation clauses and detection of infringements in contracts for transport investment projects, organized in cooperation with the Technical Assistance and Information Exchange Instrument of the European Commission (TAIEX). The aim of the event was to get a better understanding of practices and lessons learned from other EU member states in terms of price indexation, green and social procurement, contract amendments and modifications, and the use of ARACHNE risk scoring tool.

The expert mission was attended by number of representatives of CEUTP. The experts invited to share their knowledge and experience were Boris Prelčec from Croatian Audit Authority, Yasen Markov from Bulgarian Executive Agency for Audit of European Union Funds, and Inese Levana from Latvian Ministry of Finance. The topics covered during the seminar included the grounds for indexation clauses in works contracts for transport infrastructure projects, how indexation clauses work in practice, the theory and use cases of green and social criteria in public procurement, the legal provisions and best practices regarding contract modifications, and the introduction and use of ARACHNE risk scoring tool in project assessment and control. All participants were invited to rise questions, share their remarks and concerns as well as exchange views with the experts in friendly and collaborative environment.

Conduced seminar was, undoubtedly, a valuable source of information and inspiration for CEUTP and other beneficiaries of EU funds in the Polish transport sector. It provided a broad overview of possible new solutions and approaches in each of the subjects included in the agenda. It also facilitated the networking and cooperation among the stakeholders involved in the implementation and management of transport investment projects.
