Moldovan delegation in Poland: Practical Experiences in Road Asset Management

From June 23 to June 27, 2025 , CEUTP hosted a TAIEX study visit for a delegation from Moldova. The intensive program aimed to practically familiarize representatives from the Ministry of Infrastructure and Regional Development (MIRD) and the State Road Administration (SRA) of the Republic of Moldova with the Polish system of road and road transport management, with a particular emphasis on practical aspects.

The TAIEX study visit, focusing on selected aspects of road asset management, provided the Moldovan delegation with a unique opportunity for direct observation and practical familiarization with various elements of road design, construction, and maintenance, as well as traffic management and operational activities, based on the Polish example. The visit program included a series of practical activities, such as:

  • Technical visits to construction sites: Participants learned about project implementation, applied technologies, work organization, supervision, and quality control.
  • Familiarization with the work of a GDDKiA road laboratory: The delegation had the opportunity to learn about road material quality control, testing and certification procedures, as well as the equipment and software used.
  • Participation in on-road control procedures conducted by ITD (Road Transport Inspectorate): A visit to one of the heavy vehicle control points allowed for direct observation of procedures for weighing vehicles in motion using WIM and administrative scales, as well as technical vehicle inspections. This provided a practical example of the symbiosis between the road manager’s actions and the institution overseeing compliance with transport regulations.
  • Familiarization with the work of the Traffic Management Center: Participants had the opportunity to see ITS systems, traffic management, monitoring, and driver information in action, and to learn about the specifics of the nationwide road information service 19111.
  • Meetings with experts: In addition to field visits, meetings were held with representatives from Bank Gospodarstwa Krajowego (BGK) regarding the National Road Fund and with the managers of the GDDKiA branch in Lublin, allowing for discussions on the specifics of road management in the region, project presentations, and an exchange of experiences concerning challenges and best practices.

CEUTP representatives also introduced the guests to topics related to the quality assessment of feasibility studies for road projects, selected elements of public procurement procedures, including those related to “green procurement,” and aspects of environmental protection and adaptation to climate change in road projects, as well as the topic of transport infrastructure accessibility.

This visit served as a valuable platform for identifying key challenges and potential future interventions aimed at developing administrative and technical capacities in the road sector of the Republic of Moldova. It also enabled the identification of needs and thematic areas for potential future technical assistance projects aimed at enhancing the capacities of Moldova’s road sector authorities.

Reducing train travel times and improving capacity on the Lublin-Dorohusk section to the Polish border are the main objectives of the feasibility study, which we entrusted to IDOM. We anticipate completing the Solidarity Lanes studies in 2026. Their net value exceeds PLN 10 million. Funding is provided by the European Union through the Connecting Europe Facility (CEF).
