Spanish Experiences in Transport Infrastructure Financing: Inspiration for CUPT
On April 28-29, 2025, CEUTP hosted online experts from Spain within a series of TAIEX-REGIO events aimed at exchanging experiences in transport infrastructure financing. The online event focused on analysing Spanish financing models, particularly in the context of Poland’s potential limited access to EU cohesion funds.
Experts from the Spanish Ministry of Transport and Sustainable Mobility presented a wide range of topics. Discussions included the transport planning and financing system in Spain, the role of various institutions, financing models for road, rail, and public transport investments, and public-private partnership mechanisms.
Particular attention was paid to the administrative structure in Spain, mobility strategies, sectoral planning, and the use of EU funds, including the Recovery Plan. Discussions also covered issues related to the liberalization of the railway market, infrastructure maintenance, and long-term planning.
On the second day of the workshop, experts focused on a case study of Sociedad Estatal de Infraestructuras del Transporte Terrestre (SEITT), analyzing the institution’s business model, organizational structure, communication strategies, and evaluation systems.
The event concluded with a panel discussion comparing Spanish and Polish transport management and financing models, identifying potential areas for improvement within CEUTP.
The TAIEX-REGIO workshops enabled CEUTP to gain valuable knowledge and inspiration that can be used for further development and adaptation to future challenges in the transport sector.

CEUTP Hosts a TAIEX Study Visit with Representatives from Lithuania
On June 16–18, 2026, a TAIEX study visit took place at the headquarters of the Center for EU Transport Projects in Warsaw, organized in cooperation with partners from Lithuania. The meeting focused on exchanging experiences regarding the oversight of public procurement, the audit of EU-co-financed projects, and the application of financial corrections.

Solidarity Lanes between the European Union and Ukraine – a feasibility study will be prepared
Reducing train travel times and improving capacity on the Lublin-Dorohusk section to the Polish border are the main objectives of the feasibility study, which we entrusted to IDOM. We anticipate completing the Solidarity Lanes studies in 2026. Their net value exceeds PLN 10 million. Funding is provided by the European Union through the Connecting Europe Facility (CEF).

On 19 May, workshops on the Strategic Public Procurement project were held in Craiova (Romania), organized by the South-West Oltenia Regional Development Agency (Romania). The event gathered approximately 60 participants representing various contracting authorities in Romania.
