Swedish inspirations for an open railway market – CEUTP study visit to Stockholm

The meetings were hosted by experts from renowned institutions: Trafikverket (Swedish railway infrastructure manager), the national carrier SJ AB, the industry organization Tagföretagen and the Stockholm Regional Public Transport Authority. CEUTP delegates also had the opportunity to visit the Älvsjö depot, a key operational base for regional and long-distance traffic.

Talks and workshops focused on:

  • the ways of sharing routes and allocating tracks between carriers,
  • organization and financing of public services in the PSC (Public Service Contract) model,
  • the functioning of the so-called “Stockholm Model” from the perspective of institutions, operators and customers,
  • implementing open, transparent tendering procedures and promoting competition.

The Swedish solutions turned out to be very practical and consistent with the principle of putting the passenger in the center of attention – both in terms of service quality and market transparency. CEUTP intends to adapt the best inspirations to prepare the Polish market even better for the requirements of the EU Railway Package IV.

We would like to thank the Swedish experts for their openness, inspiration and sharing of important knowledge that will allow us to more effectively implement modern models of management of Polish rail transport.

A meeting of the Polish-Ukrainian consortium, coordinated by the Center for EU Transport Projects, took place in Warsaw and the surrounding area from February 17-19, 2026. The meeting was organized with the participation of key partners PKP Polskie Linie Kolejowe S.A. and JSC “Ukrainian Railways” (Ukrzaliznytsia), as well as representatives of CINEA, the Ministry of Development Funds and Regional Policy, and the Ministry of Infrastructure.
