Visit of the Ukrainian delegation to the Centre of EU Transport Projects

On June 26, 2025, the EU Transport Projects Center (CEUTP) hosted a delegation from Ukraine. The meeting was opened by CEUTP Director Joanna Lech, who emphasized the importance of Polish-Ukrainian cooperation in the context of Ukraine’s European integration and support for transport sector reforms. She assured the delegation of CEUTP’s openness to the exchange of experiences and substantive support.

During the meeting, presentations were given on key aspects of the preparation and implementation of transport projects financed by European Union funds in Poland.

Structure and role of CUPT

Krzysztof Rodziewicz, Director of the Transport Analysis Department (DAT), presented CEUTP as an organization and its main role – supporting beneficiaries from the stage of preparing funding applications to the implementation and evaluation of projects. He discussed the activities of the departments responsible for analysis, control, and audit, as well as direct support for beneficiaries in various transport sectors. He also pointed out key institutional partners, including the role of the Ministry of Infrastructure, the Ministry of Funds and Regional Policy, regional and local governments, as well as other domestic and foreign partners, including cooperation with the European Commission.

Environmental requirements

Ewa Paderewska, Head of the Environmental Protection Unit, discussed environmental assessment procedures in accordance with EU directives (SEA, EIA) and the “Do No Significant Harm” (DNSH) principle. She presented tools supporting the preparation of environmental documentation for projects under the FEnIKS program.

Cost-benefit analysis

Dariusz Giziński, Deputy Director of DAT, presented methods for preparing financial and economic analyses of projects, including time costs, environmental impact, risks, and document verification methods.

Effectiveness and impact assessment (evaluation)

Julita Kowalska from the Evaluation Team discussed the basics and criteria for project evaluation: relevance, efficiency, effectiveness, sustainability, and impact. The role of evaluation in increasing transparency, accountability, and public trust in EU-funded projects was highlighted.

Later in the meeting, Karolina Ptaszyńska, Head of the Analysis and Partnership Projects Unit at DAT, presented CEUTP’s activities in the field of international cooperation, including twinning projects and initiatives under the TAIEX instrument, which serve to exchange knowledge between EU public administrations, as well as between member states and candidate countries, among others.

 

In addition, participants had the opportunity to view a presentation on the Solidarity Lanes projects, which aim to optimize and modernize transport flows between the EU and Ukraine. Topics discussed included the expansion of road and rail infrastructure (e.g. the S12 road, the terminal in Okopy), the implementation of IT solutions to simplify customs clearance, and the role of Polish and Ukrainian institutions in the implementation of projects co-financed by the CEF Instrument for the years 2023-2027. Both projects are co-financed by the Connecting Europe Facility (CEF) and coordinated by CEUTP.

These presentations provided the Ukrainian delegation with practical knowledge on the implementation of projects in accordance with EU standards, emphasizing the role of CUPT as a partner that could potentially support the Ukrainian administration in the implementation of similar projects in the future.

The meeting was complemented by a presentation by PhD. Jarosław Bólżelarski from the Lviv Polytechnic National University on railway infrastructure projects implemented by the university.
