PKS 4.0: Competition for the purchase of zero-emission buses (sub-urban)
We are announcing a new call for proposals in a competitive mode to support investments in the purchase of zero-emission buses (electric, hydrogen) and charging/refuelling infrastructure. This will be the fourth edition of the NRP competition aimed at supporting the purchase of sub-urban buses and the aforementioned supporting infrastructure.
For whom is the support under the call for proposals?
According to the competition guidelines, potential applicants under the call for proposals can be:
- New out-of-town bus routes, including those connecting the city, a neighbouring municipality and at least one other non-neighbouring municipality.
- Replacement of rolling stock on existing sub-urban bus routes, including those connecting the city, a neighbouring municipality and at least one other non-neighbouring municipality.
This time the competition, as before, will not involve public transport vehicles.
Quantitative scope of call for proposals
The PKS 4.0 intake assumes a maximum number of zero-emission bus fleets at 57 units, with a total threshold of 579 zero- and low-emission fleets under investment. This threshold is set out in Council Implementing Decision 2024/0158 (NLE) of 1 July 2024.

Who can apply and for what amount?
According to the competition guidelines, potential applicants under the competition can be:
- public transport organisers: provinces, districts, associations of districts, district-municipal associations, inter-municipal associations, communes,
- public transport operators.
The amount of support under the call for proposals is PLN 551,750,699.73, with a maximum level of support of 95% of eligible expenditure.
However, it is worth remembering that the final allocation of funds depends on the current EUR/PLN exchange rate and may change.

Applications for a project to be supported, as standard, can only be submitted electronically via the WOD2021 application from 7 January 2025 to 21 January 2025. The order in which applications for project coverage are submitted does not affect the results of the evaluation.

Lower Silesian railroad with KPO support for modernization
We have transferred over PLN 114.6 million from the National Plan for Reconstruction and Increasing Resilience for the revitalisation of sections of railroad lines 319, 326 and 341. In total, work will be carried out on more than 33 kilometres. The investment is part of a larger project to modernise railroads in Lower Silesia.
