Another quarter of a billion zlotys from the European Funds for the construction of S1 express road

On 21 July 2025, we have signed a co-financing agreement for the construction of S1 express road – section between Mysłowice (Kosztowy node) and Oświęcim. The investment realised by the General Directorate for National Roads and Motorways received support from the European Funds for Infrastructure, Climate and Environment 2021–2027.

The new S1 road will connect Mysłowice and Bielsko-Biała. The investment was divided into a total of four stages, each of which received support from the European Funds. Together with the agreement signed on 21.07.2025, the amount of funding equals almost PLN 940 million.

According to the schedule submitted by the General Directorate for National Roads and Motorways (GDDKiA), the entire investment is to be completed in 2026, and the total cost will amount to over PLN 2.1 billion.

A modern route in the heart of the region

Under the co-financing agreement signed on 21.07.2025, two sections of the S1 express road will be built with a total length of over 12.8 km, including:

  • approx. 9.95 km long section from Kosztowy node (Mysłowice) to Bieruń,
  • as well as nearly 2.9 km long section from Bieruń (with the node) to Oświęcim.

Moreover, the scope of works includes, among other things:

  • creation of new road nodes, including: Kosztowy II, Bieruń,
  • construction of nearly 20 engineering structures (viaducts, bridges, flyovers),
  • realisation of drainage systems, noise barriers and accompanying infrastructure,
  • creation of two Motorway Service Areas, components of a Traffic Management System, as well as environmental protection elements.

Earlier, i.e., in December 2023, we supported the implementation of:

  • Section II: Oświęcim node (with the node) – Dankowice, with a length of 15.17 km,
  • Section III: Dankowice – Suchy Potok node (with the node), with a length of 11.57 km.

Co-financing, which we also granted from the European Funds for Infrastructure, Climate and Environment, amounted to nearly PLN 684 million.

Benefits for residents and the economy

Realisation of this investment will bring numerous measurable benefits:

  • Improvement of road traffic safety – modern road infrastructure with limited number collision points will reduce the number of accidents.
  • Relieving the towns from transit traffic – moving heavy transport outside of built-up areas will improve the quality of life of residents, as well as reduce noise pollution and emissions.
  • Strengthening the communication cohesion in the region – the new S1 express road is an important link in the Trans-European Transport Network (TEN-T), which will shorten travel times and facilitate travel between Śląskie and Małopolskie Voivodships, as well as to the Czech Republic.
  • An impulse for local and regional economy – better access to sales markets and transport infrastructure means greater investment potential and new jobs.

Strategic investment with EU support

The agreement concluded between CEUTP and GDDKiA is another proof of the effective use of the European funds for the benefit of residents and the development of modern transport infrastructure.

Estimated contractual deadlines for work completion*:

  • Section I/B: Kosztowy II node (with the node) – Bieruń node (without the node): 4 October 2025.
  • Section I/A: Bieruń node (with the node) – Oświęcim node (without the node) together with Bieruń ringway:
  • 16 September 2026.
  • Section II: Oświęcim node (with the node) – Dankowice: 21 June 2025.
  • Section III: Dankowice – Suchy Potok node (with the node): 30 September 2024.

Update of the regulations for the call for projects for the Intermodal Transport competition under the FEnIKS program

A change has been introduced in the Project Selection Regulations for FENX.05.06-IP.02-001/24 (competitive call for Priority FENX.05 Support for the Transport Sector from the ERDF, Measure FENX.05.06 Intermodal Transport) to remove information on the division of allocations between individual regions (i.e. more developed, transitional, less developed). On August 26, 2025, the Centre for EU Transport Projects, acting as the Intermediate Body for Measure 8.1 of the European Funds for Infrastructure, Climate, Environment programme for 2021-2027, approved the positive result of the evaluation of the project selected in a non-competitive manner entitled “FEnIKS Technical Assistance for GKZ for 2025”, implemented by the Ministry of Culture and National Heritage, as the General Conservator of Monuments, for the total amount of PLN 4,977,120.12.
