At CEUTP, we do not take a break from the European Funds
From the beginning of July 2025, further projects of strategic significance in the areas of sustainable transport, road infrastructure and urban mobility received co-financing from the European Funds. Among those, there are, e.g., modernisations of railway lines, investments in public transport, as well as development of road infrastructure.
As of 4 July of this year, Poland has received approx. PLN 96.3 billion from the European Funds for the development of transport. Over 54% has already been allocated – approx. PLN 52.3 billion was used to support implementation of approx. 250 agreements. But that’s not all – according to our assessment, there are more than 210 applications, and the total value of the requested support exceeds PLN 25 billion.
We present selected most important co-financing agreements concluded between 1 and 15 July 2025.
European Funds for Infrastructure, Climate and Environment 2021–2027
- Expansion of transfer infrastructure in Jelcz-Laskowice – project worth almost PLN 1.27 billion, with co-financing equal to PLN 851 million. It involves, among others, the creation of a new car park, manoeuvring road, storm water drainage, hybrid lighting and facilities for people with limited mobility.
Result: 12,000 vehicles per year in the “park and ride” system, significant improvement of transport accessibility while – at the same time – reducing CO2 emissions by over 232.6 tonnes per year.
- Construction of the western ringway in Zielona Góra with a length of over 8 km, with the intention to relieve traffic in city centre and improve road safety. The project received PLN 178 million in co-financing under the FENX.05.03 action.
Result: faster and safer travel, over 21,000 person-days/year of saved time.
- Construction of an integrated Railway Transport System in Wrocław – in the fourth stage, the following are to be constructed (among others): new Chrobry Bridges, tram line to Swojczyce, a turnaround by Przyjaźni Street, and the Dubois-Drobnera node. Those are only some of the elements of a project worth over PLN 338.5 million, of which almost PLN 190 million came from the European Funds.
Result: over 3.2 million passengers per year, CO₂ emissions reduced by 408.5 tonnes. - Construction of the Oława Zachodnia transfer centre – a modern hub integrating personal and railway transport with P&R and B&R parking spaces for over 270 vehicles, as well as bike infrastructure. Co-financing: over PLN 10 million.
Result: CO₂ emissions reduced by 185 tonnes per year, increased accessibility of public transport.
NRRP – the development of intermodal transport
In July, CEUTP also granted nearly PLN 100 million in support from the National Recovery and Resilience Plan for key intermodal investments:
- Intermodal terminal in Małaszewicze
- Beneficiary: Container Terminal MALA
- Co-financing: PLN 50.9 million
- Result: servicing China-Europe freight flows, extension of 750 m of tracks.
- The purchase of 100 pocket wagons by WASCOSA Sp. z o.o.
- Co-financing: PLN 46 million
- Result: increase in intermodal transport, development of connections without the need for intermediaries.
- iHUB – Intelligent container terminal in Łódź
- Beneficiary: Centrostal Łódź S.A.
- Co-financing: PLN 4.6 million
- Result: greater automation of the terminal, improvement of transshipment operations.
CEUTP doesn’t slow down – even during summer holidays, we effectively support the development of transport, urban and intermodal infrastructure. With the European Funds, we create modern, sustainable and accessible transport systems, which truly improve the quality of life of residents and strengthen Poland’s position in the European transport network.

On June 16–17, 2026, CEUTP experts conducted a training session in Wrocław for employees of the Provincial Offices for the Protection of Historical Monuments, focusing on the principles for implementing a technical assistance project under the European Funds for Infrastructure, Climate, and Environment 2021–2027.

Expert Workshop on Dual-Use Projects and Transportation Resilience, Featuring CEUTP
On June 19, 2026, an expert workshop titled “Dual-Use Projects and Building the Resilience of the Railway System with the Support of European Funds” was held in Warsaw. Among those participating in the event was Sylwia Cieślak-Wilk, deputy director of CEUTP, who presented an institutional perspective on the role of dual-use infrastructure in the EU’s current and future financial frameworks.

Nearly 424.6 mln zł from European Funds for the modernization of the Ujście Nysy barrage
The Center for EU Transport Projects has signed two agreements with the State Water Management Authority “Wody Polskie” regarding the modernization of the Ujście Nysy weir on the Oder River. The projects, with a total value of over 538 mln zł, will receive nearly 424.6 mln zł in funding from the European Funds for Infrastructure, Climate, and Environment 2021–2027 program.

Via Carpatia Under Construction – CEUTP Experts Visit the Construction Site of the S19 Section North of Lublin
Experts from the CEUTP Department of Environmental Protection visited the construction site of a section of the S19 expressway north of Lublin, which is part of the international Via Carpatia route. The site visit provided an opportunity to assess the progress of the work and the challenges associated with the implementation of one of the most important road projects in eastern Poland.
