How to build public trust in participatory processes?

This was the leading topic of a workshop co-organised by CUPT and the European Commission’s Directorate-General for Regional and Urban Policy as part of the ‘Peer2Peer Community on Citizen Participation‘ initiative. The meeting took place online on 28 April 2023.

This REGIO Peer2Peer Community specifically focuses on the issue of public participation. This time, the discussion revolved around the issue of CONFIDENCE towards public institutions – how to build it in the eyes of the local community? how to communicate effectively? how to conduct transparent and effective public consultations? why and how to return with feedback to the participating public? how to build lasting relationships with the local community?

Inspirational speeches were delivered by:

  • Rafal Nowak, long-term Resident Twinning Advisor in twinning projects implemented by MFiPR in Georgia;
  • Bartosz Stępień, President of the Management Board of the “FADO” Social Cooperative;
  • Dominik Owczarek, Director of the Social Policy Programme at the Institute of Public Affairs.

Mr Bartosz Stępień presented issues related to ensuring accessibility to information and the ability of people with disabilities to participate fully in public life. He cited several examples of barriers that discourage this group from participating, effectively reducing trust in public institutions.

Mr Rafał Nowak then discussed examples and issues of ensuring public participation in investment planning, from the point of view of public administration. Further aspects of the key principles of a good participatory process were presented by Mr Dominik Owczarek. Consultations should be conducted in the spirit of civil dialogue. The entire participatory process should be carefully planned on the basis of clear rules, and information about the purpose, rules, course and outcome of the consultation must be widely available. It is important that everyone interested in the topic can learn about the consultation and express their views in it.

It is also important to remember to provide feedback and substantive responses to the questions and demands raised during the course of any consultation. These issues translate significantly into public trust in institutions.

The next community meeting is planned for autumn 2023.

On June 16–18, 2026, a TAIEX study visit took place at the headquarters of the Center for EU Transport Projects in Warsaw, organized in cooperation with partners from Lithuania. Solidarity Lanes between the European Union and Ukraine – a feasibility study will be prepared

Reducing train travel times and improving capacity on the Lublin-Dorohusk section to the Polish border are the main objectives of the feasibility study, which we entrusted to IDOM. We anticipate completing the Solidarity Lanes studies in 2026. Their net value exceeds PLN 10 million. Funding is provided by the European Union through the Connecting Europe Facility (CEF).
