Preparations for the construction of the Car Terminal in Okopy as part of a Polish-Ukrainian project coordinated by CEUTP

On October 1, 2025, a meeting was held at the road border crossing in Dorohusk, devoted to the development of design documentation for the construction of the Car Terminal in Okopy. The task is being carried out on behalf of the Lublin Voivode by the LZOPG in Chełm.

The task “Development of design documentation for the construction of the Car Terminal in Okopy” is being implemented as part of the project: “EU-Ukraine Solidarity Corridors – optimization and modernization of transport traffic flows in terms of infrastructure capacity, interoperability, and efficiency of border crossing services at the main road border crossings between Poland and Ukraine,” implemented under the Connecting Europe Facility (CEF) in the transport sector 2021-2027 by a Polish-Ukrainian consortium coordinated by CUPT. The LZOPG in Chełm is responsible for the implementation of the task.

Cost of developing design documentation: PLN 5,593,794.00

EU funding: PLN 2,273,900.00

The meeting was attended by representatives of the Ministry of Interior and Administration in Warsaw, the Lublin Voivode, the Dorohusk Commune government, representatives of all border services, the General Directorate for National Roads and Motorways (GDDKiA) Branch in Lublin, and HIGHWAY Sp. z o.o., the company developing the design documentation.

During the meeting, details of the project were presented and investments related to the terminal’s construction were discussed, in particular the construction of the S12 expressway between the “Teosin” and Dorohusk rest area, currently being implemented by the General Directorate for National Roads and Motorways (GDDKiA) Branch in Lublin, and the planned reconstruction of the road border crossing in Dorohusk, following the construction of the car terminal in Okopy.

The new terminal in Okopy will be the site for clearance and customs and tax inspections for trucks. This will reduce traffic congestion at the main border crossing in Dorohusk and will primarily be used for passenger and bus traffic. Separating traffic flows will significantly streamline the clearance process, reduce congestion on National Road No. 12, and allow for faster and more efficient service for drivers and travelers. The project includes two checkpoints equipped with nearly 900 truck parking spaces, modern service buildings, and new access roads connecting the terminal with the crossing head.

This strategic investment will improve truck traffic on the Polish-Ukrainian border, increase capacity, and reduce wait times for travelers. The terminal will also increase economic turnover and the flow of goods between Poland, the European Union, and Ukraine.
