Construction of the S19 expressway between Rzeszów Południe and Babica with EU funding
The project includes the construction of a 10.27-kilometre new section of the S19 along with a tunnel, the “Babica” interchange, MOPs, engineering facilities, safety systems and pro-environmental solutions. The General Directorate of National Roads and Highways received over PLN 1.49 billion in EU support for its implementation.
The new section is part of the S19 route, which is part of the expanded TEN-T core network. The investment runs through the municipalities of Boguchwała and Czudec, connecting to the existing Rzeszów Południe interchange and ending at the “Babica” interchange. The project is being implemented with the support of the European Funds for Infrastructure, Climate, Environment 2021-2027. The planned completion of construction work (entire scope of the project) is Q3 2029.
Scope of work
The project includes a wide range of design and construction activities, including:
- Construction of a two-lane expressway with two lanes and an emergency lane in each direction,
- Construction of the “Babica” road interchange,
- Implementation of numerous engineering structures, including flyovers, viaducts, tunnel, culverts,
- Construction of MOP Lutoryż I and II,
- A collision-free crossing over the tracks along with the R-2 traffic circle,
- Installation of noise barriers and special protections for bats,
- Construction of a helipad for LPR helicopters,
- Establishment of a Tunnel Management Center with full equipment,
- Construction of animal crossings, rainwater drainage systems and environmental protection infrastructure,
- Construction and reconstruction of road lighting, storm sewers and colliding technical infrastructure,
- Installation of process ducts, traffic organization systems, BRD elements, as well as the Traffic Management System on the road and in the tunnel.
The Rzeszow Południe – Babica section is a continuation of the existing S19 and an integral part of a larger transport route leading to the border crossing in Barwinek.
Project objectives
The implementation of the investment is of key importance for the region and the entire transport network of Poland. The objectives of the project include:
- Increasing mobility and travel comfort by integrating the route into the TEN-T network,
- Improving communication accessibility of the Subcarpathian region, the country and international links,
- Improving the flow of people and goods, increasing the efficiency of road transport and reducing bottlenecks,
- Relieving the burden on existing infrastructure and improving the quality of life for residents by reducing traffic in built-up areas,
- Increasing the level of safety for traffic participants through new technical standards,
- Improving transit traffic flow and reducing travel times,
- Addressing transportation exclusion and providing climate-resilient infrastructure,
- Reducing emissions by optimizing route routing and improving transportation corridor capacity.
