Official conclusion negotiations on the Partnership Agreement

On Thursday, June 30, 2022, negotiations on the Partnership Agreement (PA) between the European Commission and the Polish government officially ended, and the decision itself was submitted to the Polish side.

The Partnership Agreement is the most important document defining cooperation between the European Union and Poland. It is a comprehensive strategy for the use of European funds in the current financial perspective for 2021-2027, agreed with the European Commission. It implements national documents such as the Strategy for Responsible Development and sectoral strategies resulting therefrom. It assumes continuation of the current national and regional programs.

Poland has negotiated the largest – among all EU Member States – budget for the implementation of the cohesion policy for 2021-2027, which can be used until 2029. The total amount that we, based on the PA, will be able to allocate for the implementation of projects throughout Poland is PLN 76 billion EUR, i.e. approx. PLN 348 billion.

Currently, eight new national programs are at the stage of detailed arrangements with the EC:

• European Funds for Infrastructure, Climate and Environment (FEnIKS) – EUR 24 billion
• European Funds for the Modern Economy (FENG) – EUR 8 billion
• European Funds for Digital Development (FERC) – EUR 2 billion
• European Funds for Eastern Poland (FEPW) – EUR 2.6 billion
• European Funds for Social Development (FERS) – EUR 4 billion
• Technical Aid for European Funds (PTFE) – EUR 550 million
• European Funds for Fisheries (PFER) – EUR 512 million
• European Funds for Food Aid (FEPŻ) – EUR 525 million.

The money granted will also go to entities that intend to implement their projects with the support of one of the sixteen Regional Programs (ROP).

As in 2014-2020, also in the new financial perspective for 2021-2027, approximately 60% of funds from the cohesion policy will go to programs implemented at the national level. The remaining 40% will go to regional programs managed by marshals of regions.

It is assumed that the Center for EU Transport Projects will act as an Intermediary Institution in the field of activities related to transport and mobility under the FEnIKS and FEPW programs.
