Bottleneck Relief and Safer Regional Route – PLN 750 Million for S10 Construction
General Directorate of National Roads and Highways collected 750 million zlotys of funding from the European Funds for Infrastructure, Climate, Environment 2021-2027 (EFICE) program for the construction of more than 50 km of the S10 expressway between Bydgoszcz and Toruń.
The investment will deliver 50.687 km of new expressway built to S‑class standard, along with a traffic management system implemented along the entire section. The total cost of the project is expected to exceed PLN 2.17 billion.
The S10 Bydgoszcz-Toruń section is part of a broader corridor connecting areas of northwestern Poland with the central direction, among others, in the future, and its importance goes beyond the regional scale.
Key benefits: safety and shorter travel time
The new S10 is expected to primarily improve travel safety in the Bydgoszcz-Toruń direction and relieve the heavily congested DK10 corridor today. This will benefit drivers, carriers, businesses and residents of the surrounding areas.
In practice, once the investment is completed, the existing route will be able to accommodate more local traffic, while heavy transit will be redirected to a new, higher‑standard alignment. Drivers will benefit from a smoother connection between the region’s two largest cities, with increased capacity and fewer conflict points along the route. This will also translate into time savings for commuters, logistics operators and regional transport, thanks to infrastructure designed in line with projected traffic volumes and expressway (“S”) standards.
Economic boost: better access to industrial zones and more efficient logistics
S10 Bydgoszcz–Toruń to również konkretna zmiana dla biznesu: w ramach projektu powstają i będą rozbudowywane węzły, które poprawią dostępność terenów inwestycyjnych i przemysłowych. GDDKiA wskazuje m.in. na nowe węzły, takie jak Bydgoszcz Park Przemysłowy, Bydgoszcz Łęgnowo, Solec Kujawski, a także węzły po stronie Torunia.
What will be created under the project
Among other things, the project will include the construction of interchange infrastructure and elements that increase travel safety and comfort: road interchanges, Motorist Service Areas (MOPs), engineering structures, access roads, drainage, and environmental protection and BRD solutions.
Projekt budowy S10 Bydgoszcz–Toruń podzielono na cztery odcinki realizacyjne (w formule „projektuj i buduj”), obejmujące łącznie ponad 50 km nowej trasy oraz prace towarzyszące.
Section 1: Bydgoszcz Południe interchange – Emilianowo interchange (+ extension of DK25)
- The works will include the construction of, among others: the S10 expressway, National Road 25, road interchanges along S10 – Bydgoszcz South (expansion of the existing interchange), Emilianowo; along DK25 – Zielona, Brzoza, engineering structures, two MOPs: Emilianowo left and right sides, environmental protection devices, BRD and lighting, as well as elements of the traffic management system.
Section 2: Emilianowo interchange – Solec interchange
- The section includes: construction of the S10, the Bydgoszcz Łęgnowo interchange, the Road Maintenance District (OUD) in the area of the interchange, engineering facilities, network reconstruction, BRD and environmental protection equipment, and elements of the traffic management system.
Section 3: Solec interchange – Toruń Zachód interchange
- The section includes: construction of the S10, the Solec Kujawski interchange, the Cierpice MOP pair, engineering facilities, environmental and BRD solutions, and elements of the traffic management system.
Section 4: Toruń Zachód interchange – Toruń Południe interchange
- Among other things, the section includes: construction of the S10, Toruń Podgórz and Toruń Czerniewice interchanges, expansion of the Toruń Zachód road interchange, engineering facilities, network reconstruction, BRD and environmental protection equipment, and elements of the traffic management system.
The sections are to be handed over in stages, and the entire project is scheduled to be completed no later than August 31, 2027.

On June 19, 2026, an expert workshop titled “Dual-Use Projects and Building the Resilience of the Railway System with the Support of European Funds” was held in Warsaw. Nearly 424.6 mln zł from European Funds for the modernization of the Ujście Nysy barrage
The Center for EU Transport Projects has signed two agreements with the State Water Management Authority “Wody Polskie” regarding the modernization of the Ujście Nysy weir on the Oder River. The projects, with a total value of over 538 mln zł, will receive nearly 424.6 mln zł in funding from the European Funds for Infrastructure, Climate, and Environment 2021–2027 program.

Via Carpatia Under Construction – CEUTP Experts Visit the Construction Site of the S19 Section North of Lublin
Experts from the CEUTP Department of Environmental Protection visited the construction site of a section of the S19 expressway north of Lublin, which is part of the international Via Carpatia route. The site visit provided an opportunity to assess the progress of the work and the challenges associated with the implementation of one of the most important road projects in eastern Poland.
