Inter-modal pre-qualification: Call for proposals

The pre-qualification of projects consists in carrying out a call for proposals for public support for inter-modal transport investments under the FEnIKS and their preliminary assessment by the Centre for EU Transport Projects for project eligibility.

Applications can be submitted from 4 November until further notice.

It is worth remembering, however, that a positive assessment of the application by the CEUTP does not automatically mean that aid will be granted.

Thanks to the pre-qualifications that have been launched, we are enabling potential beneficiaries to start work more quickly on the implementation of inter-modal transport investments. We have already applied a similar solution within the NRP.

Who can apply for support from FEnIKS

Aid can be obtained by entrepreneurs from EU or EFTA countries who have their registered office, branch or representative office in Poland and are conducting or intend to conduct activity in Poland within the scope of:

  • inter-modal transport (including terminal operators,
  • making rolling stock available for inter-modal transport,
  • management of rail infrastructure with access to inter-modal terminals.

Support will be given to projects with implementation on Polish territory, which will include:

  • construction or reconstruction of inter-modal terminal infrastructure (including rail and road infrastructure necessary for its integration into the rail/road/water transport network, together with the construction/ reconstruction of external facilities necessary for the operation of the terminal),
  • the purchase or upgrade of equipment for inter-modal terminals,
  • purchase or upgrade of telematics and satellite systems for inter-modal,
  • purchase or modernisation of rolling stock and specialised equipment,
  • purchase of inter-modal loading units (excluding containers).

It is possible to combine various of the above-mentioned activities in ongoing projects.

Procedures and deadlines

Applications for funding must be submitted prior to the start of the project to CEUTP, which will assess the project’s eligibility. We select projects according to a legally prescribed procedure in a competitive manner.

Applications (with attachments) can only be submitted electronically signed with a qualified electronic signature. The date of receipt of an application is the date of its receipt on the CEUTP account via ePUAP.

Information on future inter-modal call for proposals

We would like to make it easier for potential applicants to apply for the future inter-modal call for proposals as part of a competitive mode. To this end, we are making all the necessary information available for review prior to the launch of the competition scheduled for 7 January 2025 (it will run until 30 June 2025).

Such a step is intended to facilitate and speed up the procedures set out in the competition rules.
