Three new priorities for transport under FEnIKS
During the 18th meeting of the Monitoring Committee of the European Funds for Infrastructure, Climate and Environment (FEnIKS) programme, which took place on 7 November 2025 in Warsaw, several changes have been approved, allowing for better adaptation of the programme to the current geopolitical and investment challenges.
Most important changes regarding transport:
- Two new transport priorities were added, which will receive financial backing from the Cohesion Fund, as well as the European Regional Development Fund, allowing for the implementation of projects meeting the requirements of the new EU regulation. They include infrastructural investments of both military and civil significance (railway, roads, seaports). This means that Poland will be able to implement the so-called dual-use projects, crucial in terms of safety, logistics, and mobility of European economy.
- Partial reallocation of funds from RESTORE priorities – to ensure greater flexibility and adaptation of investments to the current transport needs, as well as increased financing for projects matching new challenges.
- Support for the development of the Integrated Traffic Model (Zintegrowany Model Ruchu, ZMR) starting from 2026 under Priority IV. The new component of the programme will enable the implementation of innovative solutions in the area of traffic modelling and management at a national and regional level. This will result in the creation of a tool that will truly support decision-making when it comes to transport investments, city and regional policies, as well as long-term planning.
Moreover, changes will also affect new priorities in the area of energy technology and health, support measures, as well as assessments focusing on the effects of implementation of EU projects spanning the next few years. Updates to the FEnIKS programme also guarantee that a high rate of project implementation is maintained. So far, over half of the available funds have been contracted, the goal being 60% by the end of 2025.
What’s the significance for beneficiaries
Approved changes mean that FEnIKS will better respond to the needs of local governments, managers of infrastructure and transport operators. Two new transport priorities open up new ways of funding investments, ensuring both strategic security of the country, as well as better mobility of residents. Meanwhile, a well-developed ZMR will allow better planning and monitoring of investment results, not only at the construction stage, but – most importantly – later use and integration between various means of transport.

European Funds: green light for investment on the Nysa Estuary waterway stage
The Center for EU Transport Projects has positively evaluated the application of the State Water Management Company “Wody Polskie” for funding for investment at the Nysa Mouth waterway stage on the Oder River. This is an important step in the process of applying for support under the European Funds for Infrastructure, Climate, Environment (EFICE) program.

Update of the regulations for the call for projects for the Intermodal Transport competition under the FEnIKS program
A change has been introduced in the Project Selection Regulations for FENX.05.06-IP.02-001/24 (competitive call for Priority FENX.05 Support for the Transport Sector from the ERDF, Measure FENX.05.06 Intermodal Transport) to remove information on the division of allocations between individual regions (i.e. more developed, transitional, less developed).
