Toruń develops green transport with support from European Funds – contract with the CEUTP signed

The capital of the Kujawsko-Pomorskie Province has received as much as PLN 225 million in funding for the development of modern and environmentally friendly urban transport. This was due to the support of the Centre for EU Transport Projects (CEUTP), which for years has been helping, among others, local governments and cities to obtain the European Funds for transport investments.

On 4 July 2025, we met in Toruń to discuss the project “Development of green public transport“. The city has received funding from the European Funds for Infrastructure, Climate, Environment Programme 2021-2027.

The following participants attended the meeting:

  • Piotr Całbecki, Marshall of the Kujawsko-Pomorskie Province

  • Zbigniew Wyszogrodzki, President of MZK in Toruń sp. z o.o.

Modern, environmentally friendly transport

The investment of nearly PLN 339 million will include the construction of new tram lines, the modernisation of tracks, the creation of a modern depot and the purchase of low-floor trams and technical vehicles.

The CEUTP has been supporting Polish cities in building sustainable public transport for years. Investments such as the one in Toruń do not just mean more comfortable travel – they also have a real impact on quality of life: noise reduction, reduced traffic jams and cleaner air in cities. These are projects carried out with residents and future generations in mind,Sylwia Cieślak-Wilk, Deputy Director of the CEUTP, said.

Among other things, the Project will allow:

  • construction of a tram depot,
  • the construction of new tram lines from the Motoarena Toruń terminal, located near the speedway stadium in ul. Per Jonsson 7, westbound with the necessary infrastructure in the streets: Kościuszko and Skłodowska-Curie,
  • track modernisation,
  • purchase of four modern low-floor trams and three technical vehicles
  • the creation of “green stops” in ten locations across the city.

Ecology and sustainability for comfort

The expansion and modernisation of public transport is to:

  • improve travel comfort for residents,
  • contribute to smoother and more efficient traffic flow in the city,
  • reduce congestion in the city by extending the share of public transport within the city limits.
  • reduce CO₂ emissions and other pollutants associated with traditional car traffic,
  • reduce noise,
  • increase road safety,
  • ensure better accessibility of transport for all passengers.

Successful cooperation for years

Toruń, through cooperation with the CEUTP, is once again implementing an investment in the field of transport and urban mobility with the support of European Funds. In 2025, the city was among the entitled parties – direct or indirect – of three support contracts under the National Recovery and Resilience Plan programme:

The current investment is another important step towards green, modern, accessible and efficient public transport.

Development of urban mobility

The ‘Development of Green Public Transport in Toruń’ project is an example of a sustainable approach to urban mobility planning – for the benefit of citizens, the environment and the future of cities. The CEUTP has consistently supported this type of project across the country as part of FENX.03.01. Urban transport. In total, Poland has received PLN 8.5 billion from the European Funds for this purpose, of which PLN 2.9 billion has already been distributed to entitled parties (as at 27.06.2025 – the date of signing this contract). Further applications are currently being assessed.

A change has been introduced in the Project Selection Regulations for FENX.05.06-IP.02-001/24 (competitive call for Priority FENX.05 Support for the Transport Sector from the ERDF, Measure FENX.05.06 Intermodal Transport) to remove information on the division of allocations between individual regions (i.e. more developed, transitional, less developed). The Center for EU Transport Projects has signed an agreement to subsidize the reconstruction of the Częstochowa Główna railway station. The investment will receive nearly PLN 100 million from European Funds.

On August 26, 2025, the Centre for EU Transport Projects, acting as the Intermediate Body for Measure 8.1 of the European Funds for Infrastructure, Climate, Environment programme for 2021-2027, approved the positive result of the evaluation of the project selected in a non-competitive manner entitled “FEnIKS Technical Assistance for GKZ for 2025”, implemented by the Ministry of Culture and National Heritage, as the General Conservator of Monuments, for the total amount of PLN 4,977,120.12.
