Toruń develops green transport with support from European Funds – contract with the CEUTP signed
The capital of the Kujawsko-Pomorskie Province has received as much as PLN 225 million in funding for the development of modern and environmentally friendly urban transport. This was due to the support of the Centre for EU Transport Projects (CEUTP), which for years has been helping, among others, local governments and cities to obtain the European Funds for transport investments.

Modern, environmentally friendly transport
The investment of nearly PLN 339 million will include the construction of new tram lines, the modernisation of tracks, the creation of a modern depot and the purchase of low-floor trams and technical vehicles.
The CEUTP has been supporting Polish cities in building sustainable public transport for years. Investments such as the one in Toruń do not just mean more comfortable travel – they also have a real impact on quality of life: noise reduction, reduced traffic jams and cleaner air in cities. These are projects carried out with residents and future generations in mind, – Sylwia Cieślak-Wilk, Deputy Director of the CEUTP, said.
Among other things, the Project will allow:
- construction of a tram depot,
- the construction of new tram lines from the Motoarena Toruń terminal, located near the speedway stadium in ul. Per Jonsson 7, westbound with the necessary infrastructure in the streets: Kościuszko and Skłodowska-Curie,
- track modernisation,
- purchase of four modern low-floor trams and three technical vehicles
- the creation of “green stops” in ten locations across the city.
Ecology and sustainability for comfort
The expansion and modernisation of public transport is to:
- improve travel comfort for residents,
- contribute to smoother and more efficient traffic flow in the city,
- reduce congestion in the city by extending the share of public transport within the city limits.
- reduce CO₂ emissions and other pollutants associated with traditional car traffic,
- reduce noise,
- increase road safety,
- ensure better accessibility of transport for all passengers.
Successful cooperation for years
Toruń, through cooperation with the CEUTP, is once again implementing an investment in the field of transport and urban mobility with the support of European Funds. In 2025, the city was among the entitled parties – direct or indirect – of three support contracts under the National Recovery and Resilience Plan programme:
- for the purchase of zero-emission electric buses (nearly PLN 10.9 million for Toruń),
- nearly PLN 69.8 million under the NRP for the purchase of new zero-emission electric bus rolling stock to serve the Kujawsko-Pomorskie Province (Toruń as one of the entitled parties),
- nearly PLN 22.7 million for the purchase of new low-emission bus fleets (HEV/MHEV hybrids) to operate in the Kujawsko-Pomorskie Province (Toruń as one of the entitled parties).
Previously, under the Operational Programme Infrastructure and Environment 2014 – 2020, the following projects were completed:
- improving the functioning of public transport – PLN 195.6 million,
- Sustainable Urban Mobility Plan – nearly PLN 1.8 million.
The current investment is another important step towards green, modern, accessible and efficient public transport.

Expert Workshop on Dual-Use Projects and Transportation Resilience, Featuring CEUTP
On June 19, 2026, an expert workshop titled “Dual-Use Projects and Building the Resilience of the Railway System with the Support of European Funds” was held in Warsaw. Nearly 424.6 mln zł from European Funds for the modernization of the Ujście Nysy barrage
The Center for EU Transport Projects has signed two agreements with the State Water Management Authority “Wody Polskie” regarding the modernization of the Ujście Nysy weir on the Oder River. The projects, with a total value of over 538 mln zł, will receive nearly 424.6 mln zł in funding from the European Funds for Infrastructure, Climate, and Environment 2021–2027 program.

Via Carpatia Under Construction – CEUTP Experts Visit the Construction Site of the S19 Section North of Lublin
Experts from the CEUTP Department of Environmental Protection visited the construction site of a section of the S19 expressway north of Lublin, which is part of the international Via Carpatia route.
