Report by CEUTP and the Polish Chamber of Railways: railroads between market liberalization and technological revolution
Polska kolej jest na progu przełomu. Nadchodząca dekada przyniesie nie tylko dalszą transformację technologiczną, ale także fundamentalną zmianę zasad funkcjonowania rynku – wynika ze wspólnego raportu CUPT i Polskiej Izby Kolei.
“Liberalization is not an end in itself – it is a tool to increase the efficiency and competitiveness of the entire rail system. (…) it is another step in creating a predictable, transparent and open market.” – Joanna Lech, director of the Center for EU Transport Projects.
At the center of this process is precisely the CEUTP, which is being transformed from an institution that manages EU funds into an organizer and integrator of a new competitive rail market for long-distance passenger transportation. It is CEUTP, in cooperation with the Ministry of Infrastructure (MI), that is preparing the ground for a system in which inter-voivodeship and international rail services will be awarded on the basis of transparent, competitive tenders, financed by public funds under public service contracts (PSCs).

Key findings of the report

- Market transformation is a process, not a temporary “boom.”
The report indicates that the current increase in rail investment is part of a long-term transformation driven by, among other things, EU funding and regulatory changes. - Key impetus: opening of the market and new models for contracting services.
Looking ahead, competition and mechanisms based on tenders and operational efficiency, rather than price alone, will grow in importance – changing conditions for carriers and rolling stock suppliers. - Technology is becoming a major driver of change.
The report strongly echoes the growing role of digital and telematics systems, data-driven predictive maintenance, infrastructure and rolling stock integration, and IT and cyber security competencies. - Vision of “passenger-centric rail”: integration of services and development of connections.
The document describes the direction of development toward better connectivity, integration of fares and sales, more efficient use of capacity, and development of high-speed transport and international connections.
