New funds for dual-use railroads. CEUTP announces call for proposals
PKP Polskie Linie Kolejowe S.A. may reach for nearly PLN 900 million for the development of railroad infrastructure with dual civilian and military uses. The Center for EU Transport Projects has announced a call for projects under the measure FEPW.07.01 “Resilient civil and military mobility”, implemented from the European Funds for Eastern Poland 2021-2027 program.
The new competition is a direct result of changes to the FEPW program approved by the European Commission in 2026. As a result of the mid-term review, a new priority, dual-use rail investments, was introduced into the program. Under the call FEPW.07.01 titled “Resilient civil and military mobility,” Poland has over PLN 897 million for this purpose.
The measure aims to strengthen rail infrastructure and improve its preparedness for both daily passenger and freight traffic and for emergencies. In the context of the latter, these investments are expected to contribute, among other things, to ensuring the smooth evacuation of the population, the transport of humanitarian aid, and the movement of troops and military equipment, while improving travel comfort and safety.
Support is expected to cover activities such as:
- Reconstruction, modernization or revitalization of selected sections of railroad lines,
- Improving the technical performance of lines and the safety of their use,
- Adaptation of infrastructure to the needs of people with limited mobility.
The projects will cover the civilian and military TEN-T network.
The call for proposals runs from April 20 to June 2, 2026, and the level of EU funding can be up to 85% of eligible costs. PKP Polskie Linie Kolejowe S.A. is the sole beneficiary of the measure.

On June 19, 2026, the Ministry of Funds and Regional Policy in Warsaw will host an expert workshop entitled. “Dual-use projects and building the resilience of the railroad system with the participation of European funds”. The event is organized also jointly with CEUPT and the ProKolej Foundation.

Zyrardow railway station will change its face – thanks to European Funds
The Center for EU Transport Projects and the Polish State Railways (PKP S.A.) have signed an agreement to subsidize the comprehensive modernization of the historic railroad station in Zyrardow. The total value of the subsidy for the investment is about PLN 24.6 million net, of which 85% will be EU funds and the remainder will be PKP S.A.’s own contribution.

The Center for EU Transport Projects has positively assessed the application of Polskie Koleje Państwowe S.A. for the reconstruction of the historic railroad station in Zyrardow. The investment will receive support from the European Funds for Eastern Poland (FEPW) 2021-2027 program.
