The 10th meeting of the EFEP Monitoring Committee: changes to the programme, new objectives and defence priorities

The meeting was attended by the representatives of the Ministry of Development and Regional Policy, intermediary institutions, local governments of the Eastern Poland voivodeships, as well as the partners from the social and economic circles. The main subject was the assessment of the speed of implementation of the largest regional investment programme, as well as the update of its rules and directions for the following years.

Implementation and new projects

The European Funds for Eastern Poland programme is – as of now – at an advanced implementation stage. By 15 October 2025, 37 calls for proposals had been conducted with a total value of PLN 11.85 billion, which equals to approx. 92% of the entire budget of the programme. Approximately 1,200 grant agreements have been signed for a total amount of PLN 8.1 billion (of which PLN 7.6 billion came from the European Regional Development Fund), representing 67% of the entire allocation budget.

Currently, applications from four completed calls for proposals are being evaluated, while applications for three new competitions are still being accepted, the main subjects of which are: circular economy, road infrastructure, as well as supra-regional railway infrastructure.

Changes to the programme focusing on safety and housing

An important part of the agenda was the vote regarding the changes to be implemented in the EFEP programme, the aim of which is to adapt the efforts to the changing geopolitical and socio-economic situation. The new priorities include:

  • Priority 7 – Resilient civil and military mobility: this priority corresponds to the increase of transport security in border areas, as well as the support towards the development of strategically important railway and logistics infrastructure – the budget allocated for this purpose equals EUR 209 million.

  • Priority 8 – Social housing: this priority involves providing support for low-cost social housing, offering regulated rents, the implementation of which falls into the hands of social housing associations, housing cooperatives, as well as other institutions. The value of the allocation is EUR 110 million, and the support shall include, among others, the construction, modernisation and thermal modernisation of flats, which, as a result, will raise their energy efficiency standard, reducing operating costs for residents.

New allocations under the programme are valued at approx. EUR 319 million, and the support will be implemented by Bank Gospodarstwa Krajowego (BGK).

Objectives and challenges

During the meeting, the Committee stressed the importance of further acceleration of investments regarding the public transport, infrastructure, as well as innovations focusing on sustainable development. Another important point, emphasised by the Committee, was the need for synergy between the modernisation of infrastructure, digitalisation, as well as initiatives related to climate protection and security.

The programme covers six voivodeships of Eastern Poland: Warmińsko-Mazurskie, Podlaskie, Lubelskie, Świętokrzyskie, Podkarpackie and a part of Mazowieckie (excluding Warsaw and the surrounding counties).

The role of CEUTP

The Centre for EU Transport Projects (CEUTP), by participating in the implementation of the programme, supports beneficiaries in their efforts to implement transport and logistics investments. It does so by ensuring, e.g., high quality of documentation, compliance with climate guidelines and accessibility standards, as well as cost-effectiveness of the projects.
