TBER in Practice – CEUTP Workshop on New Rules for Transport Support

New EU regulations on state aid in the transport sector—the TBER and the LMTG guidelines—were the subject of an expert workshop held on June 16, 2026, at the Center for EU Transport Projects.

The meeting brought together nearly one hundred representatives from government, the private sector, and experts, who jointly analyzed the practical implications of the changes set to take effect in March 2026. The discussion focused on the impact of the new rules on the planning and implementation of transportation projects, including in the areas of intermodality, railway digitization, and the implementation of ERTMS.

As emphasized during the workshop, the TBER can speed up some procedures through block exemptions, but at the same time it introduces a more selective approach to support and additional conditions in certain market segments—including, for example, the financing of rolling stock.

“Today, the discussion about TBER should focus not only on the regulations, but above all on implementation,” noted Joanna Lech, director of CEUTP.

The conclusions from the workshops indicate that the new regulations will require market participants to be more precise in designing their investments and to better align them with the European Union’s strategic objectives, such as interoperability, the resilience of the transportation system, and the development of dual-use projects.

CEUTP announces that it will continue its expert activities and dialogue with the market to support the effective use of EU funds in a changing regulatory environment.
